Dear Mr. Hollowell:
Enclosed please find a copy of the Non -Discharge Compliance Inspection Report from the inspection
conducted on March 16, 2001. The Compliance Inspection was conducted by Ms. Kim Cole of the
Washington Regional Office. A review of the records and the wastewater treatment facility revealed that
the Outer Banks/ Kinnakeet Associates, LLC was in violation of non -discharge permit WQ0002284 for the
following:
l . Part II, item I requires that the facilities shall be properly maintained and operated at all times.
• The paint on the wastewater treatment tanks has peeled off leaving bare tanks that are rusting.
• Diffusers in the equalization basin are rusted. These need to be replaced or repaired.
• The spacing between the bars of the barscreen is too large. This is allowing large solids to pass
through the barscreen that cannot be broken down in the treatment process.
• The air scour in the backwash cycle of the tertiary filters is inadequate. Solids had accumulated in
the filters and the backwash cycle did not provide enough air scouring to remove the solids. The
diffusers should be inspected and rehabilitated as required.
• The diffusers in the digester are rusted. These should be repaired or replaced_
• The effluent flowmeter is inadequate. It is not maintaining calibration. The flowmeter had not
been calibrated at the time of the inspection, but a certification form was submitted to the Division
stating that the flowmeter was calibrated on April 21, 2001. According to 15A NCAC 2B .0505
(b) (1), a certification for calibration shall include percent deviation from actual flow.
• The southwest rotary distributor was not adequately operational at the time of the inspection.
Wastewater was applied to the field, but the rotary distributor did not rotate. This could lead to
ponding and potentially the discharge of wastewater outside of the high rate infiltration disposal
area.
