This is in response to your additional information request regarding the subject wastewater
treatment facility non -discharge permit renewal request:
1. The applicant does not have immediate plans to construct the 220,000 GPD rotary
distribution system as described in the existing permit issued June 16, 2000. As has
been discussed for several months, the applicant's ultimate plan is to convert this
facility to a reclaimed water irrigation disposal facility, in accordance with the
preliminary plans that were submitted several months ago. Plans for that facility are
80% to 90% complete, and we plan to submit final plans and application for permit
modification shortly after we receive the final hydro geological study and report, and
hopefully before the end of July. The reuse system design is based on preliminary
meetings and discussions which we have had with Al Hodge, Roger Thorpe and Kim
Cole at the Washington Regional Office. We are requesting a meeting with the
Regional Engineering staff as soon as possible in order to review preliminary plans
and receive feedback prior to the formal submittal. It is the applicant's plan to have
the new facility in operation in the summer of 2002.
2. An updated site map is shown which indicates property boundaries, site features and
the rotary distribution units relative to site modifications, which have been made in
recent years. The applicant does not intend to spend money on additional rotary
distribution units. Approximately $125,000 has been spent on improvements to the
existing treatment facility in order to bring it to a level sufficient to produce a high

quality effluent. However, expansion of the disposal system will be delayed until the
modified plan has been approved. According to the monitoring reports which we
have reviewed, the facility has been showing very good operational results from a
capacity standpoint, our projections show that the facility should not reach 80% of its
design capacity before summer of 2002.
3. The application was signed by Ray E. Hollowell, Jr. as manager of Outer Banks
Kinnakeet Associates, LLC. In the case of a limited liability company, the title
"manager" is equivalent to the principal executive officer of a corporation.
