Supervisor, Non -Discharge Permitting Unit Leg Smug 'r `�' ��i,- —�r dE 0 E,�• 1 March 20, 2001 Division of Water Quality Non -Discharge Permitting Unit 1617 Mail Service Center Raleigh, NC 27699-1617 RE: Kinnakeet Shores Wastewater Disposal System Renewal To whom it may concern: The purpose of this letter is to summarize the existing and proposed development regarding the Kinnakeet Shores wastewater collection, treatment and disposal system at Avon, N.C., and to provide updated data for the renewal of existing permit no. WQ0002284. The facility had an original permitted capacity of 220,000 gallons per day with a high rate rotary distributor type disposal system, of which 50,000 gallons per day of capacity has been constructed. From a review of the treatment plant operator's records, the facility is currently operating at a peak month rate of 15,000 gallons per day. The new permit requires a new hydrogeological study prior to exceeding 50,000 gallons per day of treatment capacity. Since lots have been platted which, if all developed, would result in wastewater flows in excess of 50,000 gallons per day, we discussed the need for ongoing communication between the Dare County building inspection department and the Division of Water Quality as additional building permits are issued and certificates of occupancy granted, to assure that appropriate measures are initiated to expand the treatment facilities in advance of reaching the 50,000 gallon capacity. The long-term plan for Kinnakeet Shores is to convert the treatment and disposal facility to a re- use system prior to reaching the 50,000 gpd capacity of the existing plant. Preliminary engineering for this conversion is in process. The following is the information we have tabulated information on the number of lots, status of development, and sewer allocations. We have also researched the current status of permits and ownership. This information follows: 1. There are currently 154 platted lots which have existing sewer lines available. The number of lots by phase and sewer allocations are tabulated on the following page, along with allocations made for commercial connections. The current status of development is also indicated. Based on this tabulation, the amount of 95,000 gallons per day could potentially be needed to serve all current platted lots and commercial development, based on DWQ standard flow criteria, at complete build -out. 4417 N. The allocation to actual developed lots and completed commercial areas is approximately 46,000 gallons per day. However, the actual flow experienced in the peak month this past summer was approximately 15,000 gallons per day, only one-third of the allocation. 3. It appears, based on the historical data, that approximately 78 additional homes can be accommodated by the existing treatment facility, based on an allocation of 450 gpd/house, to bring the facility to its current capacity of 50,000 gpd, at which time the reuse system will need to be operational. 4. The rate of residential development has averaged approximately 15 houses per year over the last 10 years; at that rate we do not anticipate reaching the 50,000 gallon per day level for approximately 5 years. If the new developer is successful in his marketing effort, then the time frame could be shortened. From a conversation with the developer's representatives, there are currently two outstanding building permits for which CO's have not been issued. These are included as developed lots on the Attachment. 5. The land available for future development has been transferred to Outer Banks/Kinnakeet Associates, LLC, Ray Hollowell, Manager. The wastewater treatment facility and disposal site are also in the name of Outer Banks/Kinnakeet Associates, L.L.C. Enclosed is the completed renewal application along with copies provided in triplicate. Also included are (5) copies of the original approved permit, WQ0002284, in association with each subsequent renewal application approval.
