Enclosed please find a copy of the Non -Discharge Compliance Inspection Report from the inspection
conducted on July 10, 2000. The Compliance Inspection was conducted by Ms. Kim Cole of the
Washington Regional Office. Mr. Bill Freed's assistance during the inspection was helpful and is greatly
appreciated. The treatment facility was found to be in violation of permit WQ0002829 for the following:
1) Review of the self -monitoring reports for July 1999 through July 2000 revealed violations of the

3) "TNTC" was reported on the July NDMR form for July 27, 1999 Fecal Coliform results. The
Division of Water Quality Regulation 15A NCAC 2B .0506 (b) (3) (1) states that "Only numeric
values will be accepted in reporting results of fecal coliform testing. The reporting of "too
numerous to count" TNTC as a value will constitute a violation."
4) Permit No. WQ0014306 requires composite samples for BOD5, NH3, and TSS. The definition of
composite sample is found on page I of North Carolina Administrative Code 15A: 02B .500
(copy enclosed). Unless effluent flows vary less than 15 percent and the method has been
approved by the director, composite samples must be flow proportional using one of the following
methods:
(a) Continuous
(b) Constant time/variable volume
(c) Variable time/constant volume
Please notify the Washington Regional Office in writing within 15 working days how the subject
facility presently collects BOD5, NH3, and TSS.
5) Review of records reveals that the influent flowmeter for the Aeromod plant was not operational
during the months of October and November 1999 and January, February, and March 2000.
6) At the time of the inspection, the effluent was unacceptable. "'The effluent was not clear and free of
solids. The steel plant was at 60.5% of its treatment capacity and the Aeromod plant was at 40.1%
capacity for July 2000 and should produce a high quality effluent. These plants should be
inspected closely to determine the cause of this unacceptable effluent.
Other items observed during the site inspection:
• All aeration basins had a good healthy color at the time of inspection.
• The rotary distributor fields were well maintained with no evidence of ponding or excessive
vegetative growth.
• Several of the rotary distributors were not operational at the time of the inspection and should be
repaired.
You should carefully review these violations and deficiencies and respond in writing to this office within
fifteen (1.5) working day of receipt of this letter. You should address the causes of noncompliance and all
actions taken to prevent the recurrence of similar situations. Future compliance will be monitored closely
and continued noncompliance may result in an enforcement action. If you should have any questions,
