Dear Mr. Williams:
I have received your letter of April 19, 1996 and have had an
opportunity to discuss your situation with Mr. Jim Mulligan,
Regional Supervisor of the Washington Regional Office and Ms.
Kathryn J. Cooper, Special Deputy of the Attorney General's Office,
Environmental Section. The counsel I have received is in short;
the proof of ownership or the easement of right-of-way received
with the application for the subject permit stands until proof that
those documents are not valid. However, if at some point in the
future it is concluded that Kinnakeet Shores Partnership did not
have bona fide papers of ownership or easement at the time of the
permit submittal, the Division will entertain what the appropriate
action should be at that time.

rightful ownership of the property in question. Please feel free
