The purpose of the evaluation was to verify that the facility is operating in compliance with the conditions and limitations specified in Permit WQ0009267. Brandon Davis, ORC, and Amy Palaschak, Supervising Chemist, were present during the inspection. Wally Hansen, Public Services Director, met with us prior to the inspection for an update on plant/spray operations and plans for an up -coming permit modification submittal. The City of Jacksonville's lagoon/spray irrigation site is permitted to treat 9 MGD, and in June of this year, averaged 4.6 MGD. The City's 7,400 acre Land Treatment Site (LTS) consists of the irrigation of 2,300 acres of primarily Loblolly pine trees. Currently, wastewater is transported to the plant by a 36-inch force main. The City's Western Regional Project involves a phase that will add a 36-inch force main from Pony Farm Road to the plant, parallel to the existing line, for treatment of wastewater from the western side of the City. The Hydogen Peroxide odor removal system will be upgraded during this phase. There was a discussion of the placement of some of the monitoring wells at the plant site and the LTS during the inspection There are monitoring wells that do not appear to be located at the review or compliance boundaries. It would be beneficial for the City to evaluate the well locations and submit any change requests in the future permit modification. The facility is compliant with Non -Discharge Permit WQ0009267. Oil/grease is removed yearly. From the headworks, wastewater flows to 3 mechanically aerated, multi -cellular biological treatment lagoon trains. From the treatment lagoons, a splitter box is used to control the effluent flow to the 3 storage lagoons. The City plans to dredge and remove solids from train 3 in the near future. This system tracks the operations of the plant and the spray irrigation in real time. The City has added more details to the software since the last inspection and continues to refine the system. The facility lab is State certified (# 128) to analyze BOD, solids, ammonia, Total Phosphorus, fecal coliform and field parameters. Envirochem Lab is contracted to analyze the remaining parameters. Premier Forestry is contracted to manage the trees for optimal health and function. Zones 3, 4 and 5 were inspected and appeared to be well maintained. Staff mows around the spray lines twice a year and keeps the drainage ditches clear of debris. The freeboard of the East Storage Lagoon was 9ft, the West Storage Lagoon was 8.2ft and the South Storage Lagoon was 10.2ft. The liners for the storage lagoons are inspected/repaired quarterly. Monitoring Well #3 has had the presence of Touene and p-Isopropyltoluene. The general area of this well was observed during the inspection and found to be in between spray fields and not at the review or compliance boundries. Sampling techniques were discussed with City staff. The Wilmington Regional Office will continue to watch trends. Page 6 of 6
