Mr. Wolfe: Thank you for the response. The one ques?on that doesn’t appear to have been answered is what your
plans are for making up the missed sample. Given the nature of the sample being missed, rather than there not being
any flow, we would expect you to sample at the first available opportunity.

Thanks for reaching out. We did have a manager at the Charlo?e loca?on that is no longer with us. This manager would
have been responsible for repor?ng. We do have a reten?on pond that may have contributed to a no-discharge
report. We do have some assump?ons as to why there was no discharge reported, but without being boots on the
ground I do not think we can say defini?vely. We currently have a Regional Opera?ons Director that is managing the
loca?on and SWPPP closely. We also have a robust coverage plan in place as we fill the Plant Manager posi?on. I have
recently become personally involved with this repor?ng as well. If we did have any gaps, I am confident that these are
closed going forward.

I have cc’d Jacob Waugh, the Director of the east region who is currently working with AARC.

This email follows up a voice mail that I le? for you on today’s date.

NC DEQ has received your July 28, 2023, Discharge Monitoring Report (DMR). The referenced DMR indicates, “Due to
Plant Manager transi?on, a sample was not taken.” Please clarify how the sampling event was missed and when the
missed samples will be collected. We also ask that you describe what steps the facility is taking to assure that future
samples do not get missed.

Addi?onally, most of the DMRs on file from the facility indicate, “No Discharge”. Please provide addi?onal details
about why “no discharge” is being listed for so many analy?cal monitoring events.
