Yes No Permit Type: NWP 3 Project Description: The North Carolina Department of Transportation (NCDOT) Division 10 intends to replace Bridge No. 94 on SR 1520, Old Graham Road, over Dry Creek north of Pittsboro. The proposed replacement structure will be replaced on the existing alignment with an off-site detour. No preliminary designs were available at the time of the archaeological review, but a study area measuring roughly 1375 feet (419.1 meters) long and ranging between 150 and 300 (approximately 45-91 meters) wide was proposed. For the purposes of the archaeological review, this study area was considered to be the area of potential effects (APE). Thus, the APE is estimated to encompass and area of 5.4 acres (nearly 2.19 hectares). SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A review of the site maps and files archived at the North Carolina Office of State Archaeology was conducted on April 20, 2017. No previously identified archaeological sites are recorded within the proposed APE; but, two archaeological sites have been recorded within a .5-mile radius of Bridge No. 94, historic-period sites 31CH839** and 31CH862**. A large archaeological survey, covering 600 acres, was conducted for a planned residential development covered a good deal of the land north of Bridge No. 94 (Seibel et al. 2006). The current APE extends into this area along the portion north of Dry Creek and east of SR 1520. Reconnaissance investigations and evaluations of archaeological potential have been conducted in similar tracts in the vicinity (Jenkins 2005, Postlewait and Seibel 2006, Seibel 2007). An examination of the data presented on the North Carolina State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals that recorded historic properties are located within the same radius, including: the Cheek Log Farm Complex (CH0405) and the Willis Durham House (CH0407). It should be noted, however, that no historic properties are recorded in the vicinity of the APE. An examination of soils in Chatham County presented on the National Resources Conservation Service Web Soil Survey (http://websoilsurvey.nrcs.usda.gov/app/WebSoilSurvey.aspx) indicates that the following soil types fall within the delineated APE: Badin-Nanford complex, 15 to 30 percent slopes (BaE); Georgeville silt loam, 2 to 6 percent slopes (GaB); Nanford-Badin complex, 10 to 15 percent slopes (NaD); and Pittsboro-Iredell complex, 2 to 8 percent slopes, stony (PsB). No further archaeological investigations are required for the project within the area established as the current APE. Should the project change to include a larger footprint than covered by the current APE, further consultation will be necessary. In the unlikely event that archaeological remains are encountered “No ARCHAEOLOGY SURVEY REQUIRED” form for the Amended Minor Transportation Projects as Qualified in the 2015 Programmatic Agreement. 1 of 3 Project Tracking No.: 17-03-0019 during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group should be notified immediately. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: Roughly a quarter of the proposed APE falls within the area investigated by Environmental Services, Inc. archaeologists for a proposed residential tract (cf. Seibel et al. 2006). As can be seen in the topographic mapping and soil map, much of the remainder of the project area is steeply sloped or deflated. Previous investigations into the vicinity appear to suggest a fairly low potential for significant archaeological remains. While sites have been identified in the area, these appear to be generally small sites that have frequently been damaged by logging activities and subsequent soil deflation. Additionally, the portion of the proposed APE that appears to not be prohibitively sloped or to have been previously investigated, seems to be relatively marginal in size.
