D. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The area of poured -concrete has been set as close to the existing building, and as far away from the existing pond / riparian buffer as possible while still maintaining the desired design intent. The design has been intentionally located so as to minimize the impact to the existing trees and vegetation surrounding the pond and within the riparian buffer zone. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. During construction of the outdoor gathering area, appropriate soil erosion and sediment controls will be used and maintained. Furthermore, any soil removed for the preparation and construction of the poured -concrete area will be retained on site and reintegrated back into the existing hillside in a manner that strives to limit any impact to existing trees, vegetation, or open water nearby. E. Diffuse Flow Plan 1a. What type of SCM are you providing?
