Hodge, Environmental Engi Washington Regional Office 44 SUBJECT: Rinnakeet Shores Proposed Expansion Dare County Bissell Associates latest submittal on this project has been reviewed. The eight rotary distributors have been reoriented to allow for maximum separation to the interceptor ditch. I called Mr. Bill Gilbert of Bissell Associates January 27, 1989, and related the following concerns. Mr. Gilbert indicated he would relay my concerns to the owners and get back to me within two weeks. 1. Six of eight rotary distributors are still within the maximum distance to a line sink (200 feet). 2. Even though the requirement for green area is met, there is no location for additional rotaries in the event an existing rotary failed. 3. The concept of cluster rapid rate disposal systems at a close proximity to roperty lies is, in my opinion, a mistake. The problems are p(a) very little dilution, if any, before the perimeter of compliance is encountered, (b) the perimeter of compliance is very close. Revisions were made at the request of Mr. Al Hodge of the NC Division of Environmental Management, Water Quality Section. The rotary distributors have been reoriented so as to provide \ maximum separation between the rotary distributors, the surrounding interception ditch, and existing buildings north and east of the plant. Hydrologic modeling based on this revision will be performed by Russnow, Kane & Andrews, Inc. and will be forwarded to you upon completion.
