Kinnakeet Shores
Dare County
Bissell Associates, the consulting engineer, has submitted an application
to amend Permit #15514 in behalf of the developer. The existing permit is for
a 50,000 GPD tertiary treatment plant with rotary distributors.
The original permit application on Kinnakeet Shores was for 250,000 GPD.
The disposal area was under drained with the discharge going to area ponds that
were tributary to the Pamlico Sound which is classified "SA" waters. As y_ou
know, the regulations do not allow the discharge of domestic wastewater into
SA waters. The application was denied on this basis. The hydrogeologists were
Russnow, Kane, and Andrews, Inc., and in the original submittal, it was by under-
standing that the disposal area would not function adequately at a flow of .
250,000 GPD without the under drain system. The information I received does not
address a comparison between the original permit which was denied and this one.
The hydrogeologic study submitted with this amendment is the same study submitted
with the original 250,000 GPD application.
The following additional information is requested:
a) Explain the projected wastewater flow connected with patio homes

b) Address the reason the original permit application for 250,000 GPD
could not function without an under drain system and the subject
modification request does not have one
c) Locate existing single family dwellings on adjacent property and show
distance from the wetted perimeter to them
d) The hydrogeologist should submit comments as to the proposed system's
effect on adjacent property owners' septic tank systems.
