HomeMy WebLinkAboutWQ0002284_Correspondence_19871217Alb r0 DIVISION OF ENVIRONMENTAL MANAGEMENT " GROUNDWATER SECTION December 11, MEMORANDUM TO: Arthur Mouberry THROUGH: Bob Cheekl- L FROM: Bill Rei SUBJECT: Rinnakeet Shores - Tertiary WWTP with Dare County APN010300/GW87189 (Assad Shamsi:DEM 1987 RECEI` EO 01 DEC 151987 r FCC, Wilmington Regional Offlco DF&n Soundside Rotary Distributors SERG Review Engineer) The Groundwater Section has reviewed the subject permit application and recommends issuance of the permit with the following conditions: (1) Prior to beginning waste disposal operations, four (4) monitor wells, one (1) upgradient and three (3) downgradient, must be installed to monitor groundwater quality. The location and construction details for these wells must be by approval of the Washington Regional Office, from which a well construction permit must be obtained. (2) The monitor wells must be sampled initially after construction (and prior to waste disposal operations) and thereafter every March, July, and November for the following parameters: NO pH Total Ammonia TOC TDS Chloride Water Levels Total Coliforms TOX(In November only) Orthophosphate Total Suspended Solids(Initial Sampling only) The measurement of water level must be made prior to sampling for the remaining parameters. The analytical methods used for TOX must be capable of detecting the total of all halogenated organic compounds present at a concentration of 5.0 parts per billion (ppb) or greater. In the event that a TO concentration of 5.0 ppb or greater is detected, any individual halogenated organic compounds present at a concentration at or above their method detection limit (MDL) must be identified, quantified and reported with the sampling results. The results of the sampling and analysis shall be sent to the N.C. Division of Environmental Management on Form GW-59 [Compliance Monitoring Report Form].
