Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The majority of the Site is currently undeveloped and wooded. The northern and western portions of the Site contain mature pines with a relatively open understory. Hardwoods are dominant in the drainage along the eastern boundary. Adjacent parcels to the south and east have been cleared, and a small portion of the Site was also cleared for access to the other parcels. General land use in the area includes commercial and residential development. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: The purpose of the Project is to construct an apartment development to meet the demand for housing in this part of the county. Access to the Site will be provided by a connection to Foundation Drive to the southwest. Apartment buildings and associated attendant features such as parking, sidewalks, and stormwater control measures will be constructed. Impacts to Zone 2 of the riparian buffer will result from grading for the stormwater pond, grading for the parking area, and installation of an aerial sewerline. Zone 1 impacts will result from the installation of the aerial sewerline. Sewer and water will tie into existing lines adjacent to the Site. The sewerline connection will cross Smith Creek to the north. The construction corridor and the maintenance easement will be 40-feet in width. The Project proposes to tie into existing utilities adjacent to the Site. Typical equipment used in construction and utility projects (i.e., backhoes, excavators, dump trucks) will be utilized. A stream and wetland delineation was performed to identify environmentally sensitive areas on the Site. No impacts to jurisdictional Waters of the US are proposed. Steeper slopes are proposed adjacent to the outer zones of the riparian buffer to minimize grading impacts in Zone 2. Construction fencing will be used to define the construction corridor and prevent any accidental additional impacts. Silt fencing and appropriate sediment and erosion control devices will be installed to provide additional protection from stormwater runoff. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. General techniques include the use of construction fencing to define the construction corridor and prevent any accidental additional impacts. Equipment will be parked and cleaned in uplands away from jurisdictional areas. Work within jurisdictional areas will be conducted during periods when dry weather is predicted, and large bare areas of soil will be reseeded and protected as soon as practicable. Silt fencing and sediment basins will also be used to prevent sediment runoff into the stream and wetland areas. E. Diffuse Flow Plan 1a.
