I was looking over the additional information you provided on \[Date\]. Everything looks good except for a few small
issues:
Please correct the following:
- There appears to be a discrepancy between the new BUA information as shown in the Application (22, 062 sf)
and the new BUA information as shown in the calculation booklet (23,670 sf building + 9,670 sf parking = 33,340
sf). Please revise or clarify as needed.
- Please correct the following items with the Application:
o Part E4 – Please only list the immediate receiving water that stormwater runoff will discharge to for this
project. Downstream surface waters that the immediate receiving water discharges to should not be
listed on this form.
o Part E5 – See earlier comment, please revise if needed.
o Part G – Please provide 1x original signed hard copy of this part of the Application. 2x original signed
hard copies of this part of the Application are required and only a single original signed hard copy
appears to have been provided.
o Part H - Please provide 2x original, signed & sealed hard copies of this part of the Application. 2x original
signed hard copies of this page of the Application are required, but both provided hard copies appear to
be photocopies.
While not required for ATC approval, there may be some issues with the design as proposed (The Fast-Track ATC review
is not an in-depth technical review of the stormwater controls for the site, it is more of an administrative review of the
project/a review to see if the project has the potential to meet the design requirements/rules. The SCM design and
drainage area delineation are not required submission items at this point in the Fast-Track submittal process so issues
with the SCM design or drainage area delineation do not prevent a project from getting Fast-Track ATC approval, but if
the SCM design and drainage area delineation are provided at this point in the review, we look at them to see if the
design appears to meet the rules and MDC):
- Sand Filter MDC 1 – The soil boring & elevation of the SHWT will need to be provided (The provided note on plan
sheet C4.2 indicates that the SHWT was not encountered to an elevation of 755.0’ (10’ below existing grade)
which is approximately 100’ lower than the actual existing grade).
- General MDC 8 & 9 – The proposed SCM will need to be located within a maintenance access easement. The
easement should include the entire SCM system (side slopes, forebay, riser structure, SCM device, basin outlet,
dam embankment, outlet, emergency spillway, etc…) plus 10 or more feet around the SCM (to provide room for
maintenance tasks) and must extend to the nearest public right of way.
Since these items are not required for ATC approval, they do not need to be addressed at this time, but if you do, we will
take a look at the revised design as part of the next review. NOTE: The project will need to comply with the
rules/regulations before the Final Approval (part 2 of the Fast-Track permitting process) is issued for the site and before
the E&SC permit is closed out.
Please provide the following:
- 1x original, signed & notarized hard copy of Part G of the Application.

- 2x original, signed & sealed hard copies of Part H of the Application.
- 2x hard copies and 1x electronic copy of the revised pages of the Application.
- 1x hard copy of any other items needed to address the “While not required for ATC approval” comments (as
applicable).

Hand Delivery:

NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal review. The quickness of the next review for this project is dependent on reviewer
availability.

We received your post-construction stormwater Authorization to Construct (ATC) permit application for the subject
project on 6/30/2023. Reviews under the Fast-Track permitting process can take up to 30 calendar days to complete.
You can see where this project stands in the review queue by emailing Jim Farkas (He has an autoreply set up that has
the review queue on it). Please upload all documents that you mailed into our office through the link provided
below. Be sure to choose the Central Office as the Primary Contact office.

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Additional file types can be
entered into the electronic form by clicking on the “Add Another Post-Construction File Upload” link directly below the
“State Stormwater Information Uploads” section of the form. YOU MUST CLICK ON THE “ADD ANOTHER POST-
CONSTRUCTION FILE UPLOAD” TO ADD ADDITIONAL FILE TYPES TO THE SUBMISSION. Merely changing the file type
dropdown as you upload the various files (without adding additional file uploads) will upload all of the files as the last
file type selected, the submission will get flagged during review, and you will need to resubmit the files. Please do not
upload entire plan sets through this form, but rather upload the relevant individual sheets under the appropriate file
type. Selecting the correct file type ensures that the files are properly named in the electronic repository and it helps
expedite the review process. NOTE: We do not require and we discourage the upload/submission of extraneous plan
sheets (such as lighting plans, utility plans, striping plans, sight distance plans, etc…) as these files are not needed for

stream is reported as class SA or the receiving stream drains to class SA waters within ½ mile of the site

Section F, 3 of the Application.
A USGS map is included in the stormwater report that was previously submitted. Please confirm that this
satisfies this comment.
2x original hard copies and 1x electronic copy of a site plan depicting wetland delineation or a note on the plans
stating that there are no wetlands located on-site. This item is required per 15A NCAC 02H .1043(3)(f) and per
Section F,4 of the Application.
The plans provided to address this comment. There are no wetlands, streams or buffers on the site, thus none are
shown on the site plan. Please confirm that this satisfies this comment.
2x hard copies and 1x electronic copy of a construction sequence that discusses how any future development on
the project may be phased. This is required per 15A NCAC 02H .1043(3)(g) and per Section F, 5 of the
Application. The construction sequence does not need to be lengthy, just a brief description of how future
development on the project (beyond what is shown on the plans) will be phased. If no future development is
planned for the project, you can simply state that in the construction sequence. This item is different than the
E&SC sequence of construction.
The plans provided have a construction sequence on sheet C1.1, Please confirm that this satisfies this comment.

documentation, which supports the titles and positions held by the persons listed in Section c, 2 per 15A NCAC
