Mr. Bill Gilbert, Bissell/Triangle Associates, has submitted a non -discharge
zpermit application in behalf of Kinnakeet Shores.
The application is for the construction and operation of a 0.5 MGD Aero-Mod
wastewater treatment system with a spray bed under drain disposal system.

Mr. Gilbert has reported verbally to me and Mr. Roger K. Thorpe that the
proposed ponds are tributary to "SA" waters. However, Mr. Mark Bissell
of Bissell/Triangle Associates in a meeting on 10/8/87 indicated the ponds
are to be self-contained and not overflowing. Upon my site visit of
10/8/87 to Kinnakeet Shores, located in Avon, the construction of ponds
which would not discharge to the Pamlico Sound would, in my opinion, require
special construction. The plans made no indication of special construction
for the ponds.
The ponds, in my opinion, are part of the wastewater treatment system. The
ponds should be lined as any other wastewater holding pond.
The regulation 02H.0404 (a) prohibits the discharge of domestic wastewater
to "SA" waters regardless of treatment. It is my opinion Kinnakeet Shores
falls under 02H.0404 (a). Therefore, I recommend the project be denied.
