Atlas staff completed the stream and wetland delineation on site May 15, 2023, and observed one perennial stream, one intermittent stream, and two wetlands onsite. A preliminary jurisdictional determination was submitted on May 17, 2023. The project's purpose is for the construction of an industrial building with 277,500 square feet under roof with associated driveways, parking areas, utilities, and additional infrastructure. No stream impacts are proposed for the development. One unavoidable wetland impact is proposed as Impact W1 to wetland WL 3000 as 0.043 acre of permanent fill. This impact is required to provide secondary road access. The total area of wetland impacts under the NWP 18 is 0.043 acres. The project has been designed and engineered to avoid and minimize impacts to the greatest extent possible. No stream impacts are proposed, and only one wetland impact is proposed. Over 70% of the Waters of the United States on -site have been avoided. The total linear feet of streams on site (1,271 LF) have been avoided completely along with WL 1000 (0.004 acres). (Atlas) performed a pedestrian survey of the Project Kersey Valley review area to search for cultural resources that may be subject to Section 106 of the National Historic Preservation Act and North Carolina General Statute 121-12(a). Prior to the fieldwork, publicly available records and aerial imagery was searched for potentially known resources and to identify areas that may require enhanced inspection. This report is not to be used to determine eligibility of structures for addition to the National Register of Historic Places and is not a historic structure survey report. 2.1 Site Location and Description The subject site is located at 1661 Kersey Valley Road Archdale, NC 27263. The review area is comprised of three Guilford County parcels (PIN Numbers: 7729323853, 7729333881, 7729433412) and is approximately 27.15 acres total. The project is located to the East of Kersey Valley Road and Northwest of Interstate 85. The ground surface is generally sloping towards a drainage feature in the Eastern portion of the review area. The topographic relief of the review area is approximately 56 feet with an approximate maximum elevation of 846 feet and minimum elevation of 790 feet. The surrounding land use predominantly consists of residential and commercial developments along with forested land. Interstate 85 runs parallel to the Southern boundary of the review area. The Western portion of the review area abuts the encompassing property boundary of several off -site structures including the Wat Lao American Buddhist Center, a wireless communications tower owned by American Tower Corporation, and a private residential home. Scattered building debris is present along and just outside of the Northern review area boundary. The current land use of the review area is almost entirely forested. A power line right of way runs horizontally in the Southwest portion of the review area and a sewer line runs vertically in the Eastern portion of the review area. At the time of the site visit, one dilapidated barn structure was observed along the Northern property boundary. 2.2 Project Purpose The project purpose is for the construction of an industrial building with auto parking, dock doors, drive in ramps, trailer parking, and other associated infrastructure. The project will require mechanized land clearing for grading, utility installation, and stormwater treatment. It is likely that a U.S. Army Corp of Engineers Nationwide Permit 39 will be required for unavoidable impacts to potential waters of the United States. At the time of this submittal, a preliminary site plan has not been finalized. Atlas Environmental, Inc. 338 S. A power line right of way briefly runs horizontally in the Southwest portion of the review area and a sewer line runs vertically in the Eastern portion of the review area. The surrounding area consists predominantly of residential and commercial developments along with forested land. Interstate 85 runs parallel to the Southern boundary of the review area. According to Guilford County GIS, there are three addresses associated with the review area: 1661 Kersey Valley Road (Tax Pin: 7729323853), 1633 Kersey Valley Road (Tax Pin: 7729333881), and 6950 Cecil Farm Road (Tax Pin: 7729433412). None of these addresses area associated with a physical building and all tax parcels are owned by Farmers and Merchants Bank. At the time of the site visit, one dilapidated barn was observed along the Northern boundary of the review area. Several utility roads abut or briefly run through the review area. An unpaved utility road that branches off from Tower Acc Road provides access to the sewer line from the central portion of the review area. Observed site conditions include several bermed areas with scattered rip rap generally around the stream area. The forested area mostly consists of young coniferous and deciduous trees with thick understory growth. There are several small sections of recently cleared areas mostly surrounding the utility right of ways. Evidence from historic aerial imagery suggests that the site was mostly cleared and used for agriculture dating back to at least 1939. The site was left forested around the main channel in the Eastern portion of the review area. Agricultural use within the site appears to have stopped around 2005. The site was cleared again in 2008 and vegetation has since been allowed to regrow. Evidence of the sewer line and power line right of ways within the review area become visible starting in 2010. The site has remained predominantly forested since 2010. According to Google Earth aerial imagery, the surrounding area historically appears to have predominantly consisted of forested and agricultural land with residential buildings. The structures immediately adjacent to the Western boundary of the review area can be viewed in historic imagery from 1968, with additional structures appearing in 1983. A building is also visible within the review area from 1993- 2004 at the end of Cecil Farm Road. This building was removed in 2004 and there are no current remnants or evidence of the previous building within the review area. The abandoned structure currently present within the Northern boundary of the review area is not clearly visible using aerial imagery. 3 Methods 3.1 North Carolina Historic Preservation Office Buffer Map Using the interactive map viewer web application, the project review area was added to the map using a geographic information system file for visualization of potential cultural resources. The results were spatially filtered to buffer and view known site within 0.5 miles of the review area boundary. The map and any associated results were downloaded for further investigation. 3.2 Pedestrian Site Evaluation The reconnaissance was performed by walking transects across the site, walking the site boundaries, and when necessary, performing a vehicular reconnaissance of the immediate vicinity. The entirety of the property was inspected to the greatest extent possible. It is important to note that heavy vegetation, seasonal variations, and other site Atlas Environmental, Inc. 338 S. Sharon Amity Road #411, Charlotte, NC 28211; 704-512-1206 July 21, 2023 Page 4 features such as thick ground can obstruct observation of certain features. 4 Results 4.1 North Carolina Historic Preservation Office Buffer Map The NC HPO Buffer Map indicated no potential cultural resources located within 0.5-mile buffer from the review area boundary. The buffer map is included in Appendix B. 4.2 Pedestrian Site Evaluation At the time of the site visit, one structure was observed within the review area. This structure was observed along the Northern boundary of the review area. The dilapidated barn type structure is wooden with a brick foundation. This structure is not clearly visible on aerial imagery, but was likely built around the same time as the surrounding buildings that appear on historical aerials from 1968. Scattered building debris such as scrap wood and brick piles are present in the Northern portion of the review area and off - property to the North. 4.3 Property Research No additional research was conducted as part of the Section 106 property review. 5 Findings The NC HPO buffer map did not identify any sites within a 0.5-mile buffer of the review area; therefore, the proposed development was determined to have no effect on cultural resources. A slope analysis map has been included in Appendix C. The slope ranges on this map include <= 10%, 10-15%, and > 15%. Approximately 12% of the project area includes greater than 15% slopes. Most of these areas are located adjacent to the drainage feature in the Eastern portion of the review area. 6 Conclusions The proposed development was determined to have no effects on cultural resources. NC 28211: 704-512-1206 July 21, 2023 Page 36 Nationai Regrvter Fact Sheet 2, Page 2 APPLYING THE CRITERIA The two principal issues to consider in determining eligibility for the National Register are "significance" and "integrity" A property may have "significance" for association with important events or patterns of history (criterion A); for association with an important historical figure (criterion B); as an important example of period architecture, landscape, or engineering (criterion C); or for the information it is likely to yield (criterion D, applied to archaeological sites and districts, and sometimes applied to certain types of structures). A National Register nomination must demonstrate how a property is significant in at least one of these four areas. For properties nominated under criterion A, frequently cited areas of significance are agriculture, community planning and development, social history, commerce, industry, politics and government, education, recreation and culture, and others. For technical reasons„ criterion B (significant person) nominations are rare. Criterion C (architecture) is cited fur most, but not all, nominations of historic buildings. Archaeological sites are always nominated under criterion D, but may also have significance under one or more of the other three criteria. Properties are nominated at a local, state, or national level of significance depending on the geographical range of the importance of a property and its associations. The level of significance must be justified in the nomination. The majority of properties (about 70%) are listed nt the local level of significance. The level of significance has no effect on the protections or benefits of listing_ Besides meeting one or more of the above criteria, a property must also have "integrity" of "location, design, setting, materials, workmanship, feeling, and association." This means that the property must retain enough of its historic physical character (or in the case of archaeological sites, intact archaeological features) to represent its historic period and associations adequately. All properties change over time, and in some cases past alterations can take on historical significance in their own right. The degree to which more recent, incompatible, or non -historic alterations are acceptable depends on the type of property, its rarity, and its period and area of significance. Buildings with certain types of alterations are usually turned down by the National Register Advisory Committee. For example, 19th and early 20th century wood frame buildings that have been brick veneered in the mid- 20th century are routinely turned down for loss of historic integrity. Similarly, it is extremely rare that buildings covered in synthetic materials such as aluminum or vinyl siding are individually eligible for listing in the Register. Criteria Exceptions The criteria exclude birthplaces and graves of historical figures, cemeteries, religious properties, moved buildings, reconstructions, commemorative properties, and properties less than 50 years old, with certain exceptions. The following exceptions are sometimes encountered: Historic churches that are architecturally significant and retain sufficient architectural integrity can be successfully nominated under criterion C (architecture), sometimes together with criterion A for social or religious history, provided they have not been brick -veneered or covered in aluminum or vinyl siding. Cemeteries may sometimes successfully be nominated under criterion C when they retain important examples of historic stone carving, funerary art, andlor landscaping, and they also may be eligible uhdcr criterion A or criterion D. However, both the National Register Advisory Committee and the National Rcgistcr have turned down nominations of graves whcn the historical importance of the deceased is the sole basis for the nomination. The National Register was created primarily to recognize and protect historic places and environments that represent how people lived, worked, and built in the historic past. Unman burials are recognized and protected under other laws and programs. Moved buildings may sometimes be successfully nominated under criterion C for architecture whcn thcy remain in their historic communities and the new setting adequately replicates the original setting. The point to remember is that the program is called the National Register of Historic Places, not Historic Buildings or Historic Things, because significance is embodied in locations and settings as well as in the structures themselves. Buildings moved great distances, buildings moved into incompatible settings (such as a farmhouse moved into an urban neighborhood or a downtown residence moved to a suburb), and collections of buildings moved from various locations to create a pseudo -historic "village" are routinely turned down. In some cases, the relocation of a historic building to a distant or incompatible setting may be the last and only way to save it, and such an undertaking may be worthwhile. However, sponsors of such a project must understand that the property subsequently may not be eligible for the National Rcgistcr. If a property is less than 50 years old, it can be nominated only if a strong argument can be made for exceptional significance. For example, Dorton Arena on the State Fairgrounds was completed in 1953.
