(HOR) existing processing plant located on US Hwy 117 between Rose Hill and Magnolia has historically been handled via an onsite system. The existing onsite system includes grease traps, septic tanks and nitrification field. As a result of imminent failure of the onsite system, HOR is entering an agreement with the Town of Rose Hill for receipt of this wastewater. A 180 gpm duplex wastewater pumping station and approximately 9,200 LF of 6-inch force main will be constructed, operated and maintained by HOR in order to convey wastewater form their facility to the Town's collection system. HOR operates facilities to treat and land apply process wastewater generated at this facility and is familiar with the operation of pumping facilities and force mains as a result. As a result of the industrial nature of the facility that will be served by the new pump station, some variances from the requirements of 15A NCAC 02T and Minimum Design Criteria (MDC) for the Permitting of Pump Stations and Force Mains are requested as described below. 15A NCAC 02T .0305(h)(1)(B) Pump Station Reliability — Standby Power Source or Pump: Based on the # of employees at the facility, an average daily flow of 17,500 gpd is calculated. A standby power source or pump is required according to the regulation referenced. Potable water to the facility is provided by wells at the site. A power failure to the proposed pump station would impact the facility as well as these wells. As a result, power failure will disrupt the flow of potable water which would prevent the generation of domestic wastewater within the facility. HOR indicates that operations cease at the facility in the event of a power outage. In addition, the configuration of the wastewater service will continue to utilize the existing grease traps and septic tanks to receive flow from the facility. Effluent from these tanks is currently pumped to the nitrification fields and in the future will pump to the new wet well at the proposed pumping station. In the event of a power outage, wastewater from these tanks currently cannot be conveyed to the nitrification fields. Similarly, a power outage will prevent wastewater from being conveyed to the new wet well. Any wastewater generated from toilets flushed and/or wastewater in pipelines during power outages will collect in the existing septic tanks as currently occurs. Engineering is our profession. Mr. Tuvia June 19, 2023 2. 15A NCAC 02T .0305(h)(1)(E) Pump Station Telemetry System: This regulation requires that all duplex pump stations have a telemetry system to provide remote notification problem conditions. The facility is staffed on all three shifts and the location of the proposed pump station will allow the mounting of alarm horn and light on a pole which will be in the direct line of sight of the guard house which is staffed 24 hours/day, 7 days per week. Guard staff can notify the appropriate emergency response personnel. See attached aerial image of the site with the proposed pump station location and existing guardhouse identified. Approval of the variance requests described above will not result in lesser treatment of the domestic wastewater generated at the site, greater than acceptable risk to waters of the state or increased potential for nuisance conditions from noise, odor or vermin. These factors are expected to improve as a result of this project due to the current condition of the onsite nitrification fields. In addition, the configuration of electric and plumbing utilities at the site will prevent the discharge of flow to the new wet well that could threaten waters of the state due to an overflow when power is disrupted at the site. The flow acceptance indicated in form FTSE 04-16 must not expire prior to penrrit issuance and must be dated less than one year prior to the application date. ➢ Submittal of this application and form FTSE 04-16 indicates that owner has adequate capacity and will not violate G.S. 143-215.67(a). ➢ Intergovernmental agreements or other contracts will not be accepted in lieu of a project -specific FTSE 04-16. Engineering Plans (Required for All Application Packages): ® Per 15A NCAC 02T .0305(b)(1), submit two sets of detailed plan sets that have been signed, sealed and dated by a North Carolina licensed Professional Engineer, and shall include at a minimum: ➢ Table of contents with each sheet numbered. ➢ A general location map with at least two geographic references and a vicinity map. ➢ Plan and profile views of the sewer extension as well as the proximity of the sewer extension to other utilities and natural features ➢ Detail drawings of all items pertinent to the sewer extension and pump stations. ➢ The location of all wells (including usage and construction details if available), streams (ephemeral, intermittent, and perennial), springs, lakes, ponds, and other surface drainage features within 100 feet of the project. ➢ Minimum separations required per 15A NCAC 02T.0305(f), and where separations cannot be maintained, alternative criteria per 15A NCAC 02T.0305(g). ➢ Minimum cover for sewer extensions required per 15A NCAC 02T.0305(t) must also be shown clearly on the plans. ® Plans shall represent a completed design and not be labeled with preliminary phrases (e.g., FOR REVIEW ONLY, NOT FOR CONSTRUCTION, etc.) that indicate they are anything other than final plans. However, the plans may be labeled with the phrase: FINAL DESIGN - NOT RELEASED FOR CONSTRUCTION. G. However, the specifications may be labeled with the phrase: FINAL DESIGN - NOT RELEASED FOR CONSTRUCTION. ® Specifications for standard equipment may only be omitted for municipalities with approved standard specifications, but the use of the standard specifications must be noted on each sheet of the plans.
