Kinnakeet Shores Partners have submitted a revised request to expand from the
Existing 50,000 gpd WWTP system to a 200,000 gpd WWTF system.
This proposal meets all the Division's regulations, per my review, with the
exception of 02H .0205(d)(10)(c). The hydrogeoiooi:• study called for and
received for this project, does not address groundwater quality adequately.
However, I am unaware of any hydrogeologic study -1:o date that has been
adequately in this regard.
It is my opinion that this high density rapid rate infiltration system, given
the distance to the perimeter of compliance, and therefore, the small amount of
dilution, will be unable to maintain groundwater quality standards. The
treatment facility is not designed to treat the ia<..s .ewater to the degree
necessary to maintain groundwater standards even dUo-;igh it complies with all
existing treatment regulations. In that the proposal meets all the current
regulations, the Division has no alternative but to grant the permit request.
However, the Division should begin to require monitoring to allow the
Groundwater Section to prepare a groundwater quality predictive model. A
predictive model would allow a more scientific placement of these systems and
other non -discharge systems. Mr. Bill Reid, of the Groundwater Section, is the
person to address this type of monitoring.
Kinnakeet Shores Property is such that the tightly packed disposal system allows
for maximum development and in the event the wastewater treatment system fails to
maintain groundwater quality standards, the disposal system cannot be dispersed.
The applicant should be made aware that the only solution in the event of
failure is additional -treatment and with the small allowable concentrations this
opposition will be very expensive.

Wastewater Treatment Plant Revisions
Dear Alton:
As agreed at the May 22, 1989, meeting at your office, and
follow up letter to you from Mark S. Bissell of the same
date, we are pleased to submit the following updated
information for your review and approval:
1. Calculations and groundwater model were developed by
Edwin E. Andrews, the project's hydrogeological
consultant, for the revised site plan configuration.
This revised model was based on the revised plant site
plan shown on Sheet 2A of 13, dated 6/9/89.
The revised model data is attached to this letter for
your information, consisting of six (6) pages. According
to Mr. Andrews the first page indicates that the minimum
height of the mound must be 3.0 feet above the water
table. Field survey established the water table
elevation at the existing lake some 200 feet south of the
proposed pond. The proposed pond is designed to receive
runoff from the wastewater treatment plant line sink, and
is anticipated to have a seasonal pool surface elevation
of 3.3. From the attached hydrogeological model
evaluation, the minimum mound height elevation of the
Kinnakeet Wastewater Treatment Plant rotary distribution
bed is elevation 6.3 (3.0 + 3.3 = 6.3). The rotary
distribution bed elevation is shown on the revised plan
sheets to be at elevation 8.5, just as shown on the
initial plant design submittal, or 2.2 feet above the
minimum bed elevation.

part of the specifications for your information, with the
revised, updated model data also provided.
