On Wednesday, July 15t ", Steven, yourself and I walked the proposed Greenmoor project site to review stream
and wetland quality at the proposed impact areas. At the close of the site visit, you had a few questions

Below please find responses to DWR's questions /concerns with the project:
1) Why are the lots near Green Level Church Road and west of the pond /stream system not numbered, and how are
they different than the remaining lots?
In general, Lot #'s should not been shown on the Overall Impact Map for clarity. Lots to the west without Lot #'s are
part of Phase 1 including 75 lots + 23 lots in the future phase to the northwest at the second entrance off Green Level
Church Road. The layer in AutoCAD for Lot #'s for the remaining 291 lots to the east of the pond /stream system should
be frozen or turned off.
2) Justification for stream impact #1
Stream Impact #1 is required for access to the lots located to the north for compliance with the Town of Apex Unified
Development Ordinance (UDO) Section 7.2.1 Streets A) Interconnectivity. Specifically, all areas of a subdivision shall be
internally connected. Stub streets shall be provided to all adjacent land- locked properties and to all existing and planned
stub streets on adjacent properties.
3) Justification for 2nd entrance from Green Level Church Road.
The second entrance is required for compliance with the Town of Apex UDO Section 7.5.4 Streets (E) Public
Access. Specifically, a development shall propose no more than 50 single - family units unless it is served by at least two
(2) points of access to the public street system. A stub street allowing for future connectivity but not being extended to
the public street system in conjunction with the proposed development cannot be considered a point of
access. Likewise, Stream Impact #3 is required for a third access point because the proposed development exceeds 300
residential units.
