Ridgecrest Road and Willow Street DWR # 14 -0549, Wake County Dear Ms. Higgins: Please find attached a permit modification request to add the Ridgecrest Road Pipe Repair Project to the Existing 401 Permit and Buffer Authorization for the Ridgecrest Road and Willow Street Project. A storm drainage pipe failure in Ridgecrest Road has caused the Town of Cary to prepare construction plans for a permanent repair for an existing 30 -inch storm drainage pipe crossing under the roadway. This repair is located on the same tributary as the Willow and Ridgecrest project and is approximately 300 feet west of the intersection on Ridgecrest Road. Therefore we would like to modify our existing permit to include both projects. The proposed pipe upgrades require a 48 -inch diameter pipe prevent overtopping of the roadway during a 25 -year storm event to improve public safety. The 48 -inch pipe outlet is proposed to be relocated to a positon in the stream that will provide a better transition into the channel for long term channel stability and downstream flooding impacts. Existing utility conflicts such as the sanitary sewer manhole in the street and pipe outfall adjacent to the stream were also factors in the proposed storm drainage location. The original PCN Application Form for the Willow and Ridgecrest Project has been modified with additional information for the inclusion of the second project that has been named Ridgecrest Road Pipe Repair. The added information for the amendment has been clouded in red on the PCN form and is included in blue lettering on the supplemental word document following the PCN form. The stream and buffer impacts for the Ridgecrest Road Pipe Repair have been added with separate impact numbers, quantities, and impact maps. No wetlands are located at the ends of the pipe and within the limits of disturbance. B Project Information and Prior Project History 3a. Existing Conditions Original Project W &RC Location: The project is located in a well - established residential area of Cary, NC. The head of the stream begins at a block endwall located on the property of 303 South Dixon Avenue where a partially submerged 30 inch RCP discharges storm runoff into the stream. The watershed to this point consists of 31 acres of developed residential lots and four acres of impervious area. During storm events, 322 Willow Street experiences yard and possible structural flooding due to the capacity limitations of the existing downstream storm drainage system. Due to the low position of the existing yard inlet ponded water is predicted to reach a standing water depth of approximately 25 inches of standing water is anticipated in the yard before the water will overtop the curb into the street. The existing 30" RCP running from the yard inlet to the endwall is at a negative slope and partially submerged. The conditions of this pipe additionally results in flow restrictions. The property owner of 322 Willow Street requested the Town of Cary's assistance in preventing structural flooding on their property. Added WC Repair Location: The Pipe Repair project is located downstream of the intersection of Willow Street and Ridgecrest Road. The 30" RCP culvert running under Ridgecrest Road had a pipe failure that required an emergency repair within the street several months ago. The town had the pipe evaluated to determine if the existing pipe size was in compliance with the Town's standards. During the investigation it was determined that the pipe is undersized and requires full replacement. During frequent storm events, stormwater overtops Ridgecrest Road. A broken outlet structure exists at the end of the 30" culvert. This project,was added to the Willow and Ridge Crest project to be handled by the same contractor due to its close proximity and location on the same tributary. The 15" RCP street drainage system that connects to the culvert is also undersized and requires upgrading. 3d. Explain the purpose of the proiect. Original Project W &RC Purpose: The purpose of the project is to reduce property flooding and prevent structural flooding by providing additional stormwater capacity for the existing pipe system that extends from the yard inlet at 322 Willow Street to the pipe outlet in the endwall. Added RC Repair Purpose: The purpose of the project is to replace the existing pipe that has caused one recent failure in the roadway as the entire pipe is degraded. The pipe will be increased in size to meet the Town of Cary standards that require the 25 year storm event to be passed through the pipe system. The proposed pipe will reduce the frequency of street flooding. 3e. Describe the overall vroiect in detail, including the type of equipment to be used. Original Project W &RC : The existing system will be replaced with a larger pipe system that will not impact any existing stream length. The proposed pipes have been rerouted towards the - intersections of Willow Street and Ridgecrest to provide a better alignment and to avoid existing sanitary sewer line relocation. This alignment will also enable the existing 30 inch pipe crossing Willow Street to be slip lined with a smaller diameter pipe to minimize construction impacts. To accommodate the twin 36 inch pipes an extension to the existing endwall at the pipe outlet is proposed. The stream bank at the endwall extension will be graded to accommodate the new pipes and a rip rap apron is proposed at the outlet to reduce velocities and prevent stream erosion. The stream bank will be graded to a stable slope, seeded, matted, and replanted with woody vegetation as shown on the planting plan The work within the buffer will consist of pipe installation, headwall construction, bank re- shaping, bank stabilization, and re- vegetation with herbaceous and woody vegetation in Zone A. The work in Zone B includes pipe installation and re- vegetation with herbaceous seed to match existing conditions. Construction equipment and materials will be stored on site within the limits of disturbance. The equipment to be used in this project is earth moving equipment and various other support apparatuses. Heavy equipment may include hydraulic excavators, compactors, bulldozers, skidsteer loaders, and dump trucks to load and unload materials. The construction equipment will enter off of the existing roadways and will perform all construction from the top of the stream bank. No construction equipment will cross the stream. Added RC Repair Proiect: The existing system will be replaced with a 48 inch culvert crossing the roadway. Due to the angle of flow, 90 degrees, at the existing outlet the pipe has been relocated to enter the stream further west of the existing outlet. The location of the proposed junction box and outlet pipe into the tributary is also a function of the location of an existing sanitary sewer line and manhole in the roadway. The proposed location provides sufficient clearance from the sanitary sewer manhole and the relocated sewer service line to accommodate a 48" RCP pipe. The pipe outlet also provides a better flow connection into the existing tributary. The existing 30 -inch pipe in the street will be left in place and grouted. The 30 -inch out let pipe will be plugged. The existing damaged outlet structure will be removed. The 15 -inch curb inlet system will be upgraded to a 24 -inch pipes and will be connected to the proposed junction box, JB- 2. A 60 foot segment of existing channel will be backfilled from the end of the existing 30" outlet to the proposed 48 -inch pipe outlet tie in. The stream will be extended approximately 10 feet north to tie into the proposed 48 -inch outlet. The stream bank at the proposed endwall and headwalls for the proposed 48 -inch pipe will be graded to accommodate the new pipes. Rip rap bank stabilization along with matting and planting is proposed for the graded stream banks for long term stabilization. The planting plan in the attached drawings shows the stabilization and vegetation plan for the project. A rip rap apron is proposed at the 48 -inch inlet and outlet to reduce velocities and prevent stream erosion. The equipment to be used is the same as listed above for the W &RC project 2 F.
