Inspection Summary:
Inspection was conducted on 06/07/2023. Met with Myrna Pacheco, Environmental Engineer(M: 252-406-5872, email:
[e-mail])and Chris Carrow (email: [e-mail]). The facility has a no-exposure certificatE
that was transferred from DSM after a name chnage in 03/2023.
This facility doesn't have a complete SWPPP document though parts of a future SWPPP document exists in the form of site
operating manuals. The site was advised to prepare and submit to us a complete,site specific SWPPP document for their
facilities. Also, open dumpsters (more than a dozen)and storage silos without dyke walls were observed and might be
exposure issues. Therefore, this facility in principle doesn't qualify for no-exposure certification.
The facility was asked to confirm the SIC codes for their primary industrial activities and they have reverted back with the
following :
1. SIC 2821 : Plastics materials and resins
2. SIC 2824 : Organic fibers, noncellulosic
Based on above info on SIC codes, currently this facility doesn't fall under the any NCG general permits. However, this
facility was a part of a bigger pharmaceutical manufacturing complex and manufactures hospital grade fibres and textiles.
This info makes it a closely aligned to NCG06 permit requirements with SIC 283 (Drugs). SIC 283 has the following
sub-categories:
1. 2833 Medicinals and botanicals
2. 2834 Pharmaceutical preparations
3. 2835 Diagn011tic substances
4. 2836 Biological products exc. diagnostic
Alternatively, this facility may be eligible for an individual permit. It is advise that this faclity should apply for a stormwater
permit.
