Mr. Steffens:
As you are aware, the Department has monitored the temporary impact site Onslow Bridge 9134
over Gibson Branch since construction was completed in January 2020. The site is located in
Onslow County on White Oak River Road (SR 1331) over Gibson Branch. Impacts at the site
were comprised of 0.11 Ac temporary fill in riparian wetlands. The impacted areas where the
temporary impacts occurred were replanted with the appropriate wetland tree species and
monitored to ensure they re -attained pre -project wetland functions. According to permit
conditions, NCDOT was required to monitor the temporary impact sites annually for three
growing seasons or until success criteria were met, with visual vegetation monitoring conducted
each year. Hydrologic monitoring was not required for this project.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU) website:

After three years of vegetation monitoring, the temporarily impacted area is stable and the
planted species are surviving. Individual annual monitoring data is provided within the
monitoring reports available on EAU's website for years 2020 through 2022.

On August 1, 2023 and August 10, 2023 respective site visits by USACE and NCDWR were
conducted. It was determined that the site success criteria had been met and that no further
monitoring would be required. NCDOT requests that the appropriate resource agencies provide
documentation stating that no further monitoring is required and that the site is closed. If you
