Division personnel have reviewed and approved your application for a minor modification
of the subject permit. We are forwarding you the new Section A. (L) Effluent Limitations
and Monitoring Requirements page with footnotes. You should replace your existing
Effluent Limitations and Monitoring Requirements sheet with this revised page, effective
9/l/2023. This permit revision is issued pursuant to the requirements of North Carolina
General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated October 15, 2007 (or as subsequently
amended).
DWR guidance regarding the reduction of monitoring frequencies in permits for
exceptionally performing facilities is for NPDES permits only and do not apply to
reclaimed water permits. Please contact the Non -Discharge Permitting Unit if you are
interested in obtaining similar monitoring frequency reductions related to reclaimed water
use.
The changes made in this permit modification include:
• M nitoring frequency reductions for BOD5, TSS, Ammonia and Fecal Coliform
from daily to twice per week.
• M dified footnote # 12 and added footnote # 13 to the above parameters specifying
spacing of sampling during the week.
Accordingly, we hereby forward the minor permit modification on Pages 3 and 4 of 19 with
modified text highlighted. Please insert the changed pages into your permit.

Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect
the legal requirements to obtain other permits which may be required by the Division of Water
Resources or any other Federal, State, or Local governmental regulations.

Footnotes:
1. The permittee shall submit discharge monitoring reports electronically using the NC DWR's eDMR
application system [see A. (9.)].
2. U: Upstream at least 100 feet from the outfall. D: Downstream at NCSR 2751.
3. The monthly average effluent BOD5 and Total Suspended Solids concentrations shall not exceed 15% of the
respective influent value (85% removal).
4. Summer is defined as the period from April 1 through October 31, while winter is defined as November 1
through March 31.
5. The quarterly average for total phosphorus shall be the average of composite samples collected weekly
during the calendar quarter (January -March, April -June, July -September, October -December).
6. For a given wastewater sample, TN = TKN + NO3-N + NO2-N, where TN is Total Nitrogen, TKN is Total
Kjeldahl Nitrogen, and NO3-N and NO2-N are Nitrate and Nitrite Nitrogen, respectively.
7. This is the mass quantity of Total Nitrogen discharged in a given period of time. See condition A. (3.).
Compliance with this limit shall be determined in accordance with Special Condition A. (4.) of this permit.
8. Chronic Toxicity (Ceriodaphnia) P/F at 90% with testing in March, June, September and December (see
condition A. (6.)).
9. Sample collected three times per week during June 1 through September 30 and once per week October 1
through May 31. Monitoring for upstream and downstream are provisionally waived based upon
membership in the Lower Neuse River Basin Association (LNBA). If at anytime during the term of this
permit, membership in the LNBA is terminated, the Division shall be notified immediately, and in -stream
monitoring shall immediately be conducted as stipulated in this permit.
10. Effluent hardness sampling should be performed in conjunction with testing for hardness dependent
metals (cadmium, copper, lead, nickel, silver, and zinc).
11. The Permittee shall perform three Effluent Pollutant Scans during the term of this permit [see A. (7.)].
12. The Permittee can request reduction in monitoring frequencies to twice per week with three years of
satisfactory data per the Monitoring Frequency Reduction Review Guidance for exceptionally performing
facilities. The Permittee has requested a reduction in monitoring.
13. Twice per week sampling must occur on any two non-consecutive days during the calendar week.
b. There shall be no discharge of floating solids or visible foam in other than trace amounts.
