The primary scope of the project is safety; the elimination of dangerous cross slopes and steep longitudinal slopes on the dock walking surface. Given i, the simple nature of the project, limited alternatives are available. However, the longitudinal slope of the dock was maximized to limit the depth and therefore the volume of rip rap fill required 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. There are two alternatives for placing the rip rap: 1. from barge based equipment if the water level is high, 2. from land if the water level is low. If the water level is high, the equipment based on a barge should not cause any impact beyond the footprint of the rip rap. If the water level is low, ground based equipment will begin placing the stone at the abutment close to shore and use the rip rap dock pad as a travel way to place rip rap farther from shore. � 2. Avoidance and Minimization The initial approach to the issue of the dock resting on uneven ground which results in uneven and unsafe dock surfaces was to install support pilings with pile caps. The piles and caps would support the dock on an even longitudinal slope with no cross slope. The piles would be cut off even with the top of the pile caps and installed within the existing footprint of the dock. As the design proceeded an issue became evident. Due to the hinge system of the dock there could be three feet of lateral movement at the end of the dock due to the current in the river. This would result in the dock not being centered on the piles which could allow the dock to pivot on the edge of the caps if it was loaded heavily to one side. Furthermore, if the dock came to rest of center, the pile and cap would be exposed on one side resulting in an underwater hazard to boaters using the dock. If the pile caps were made longer to accommodate the lateral movement more of the pile and cap would be exposed as an underwater hazard. If the pile caps were made shorter to prevent a hazard the possibility of the dock pivoting on the pile cap would increase. The next approach was to restrain the lateral movement by increasing the height of the piles to be above the dock. This would ensure the dock rested on the pile caps; however, this would result in extremely long piles. The piles would have to extend up to the highest anticipated water level. During times of high precipitation the river can be twenty feet higher than the dock abutment requiring a pile approximately twenty five to thirty feet above ground level. Given the height of the piles, lateral forces on the piles, and the prevalence of rock at this location, sufficient embedment of the piles is not feasible. The final option investigated was to place stone under the dock to provide a uniform slope with no cross slope. The existing terrain allowed the placement of a minimum amount of rock fill to obtain a maximum longitudinal slope of 10.7 percent. By having the dock follow the existing terrain it will be usable as the water levels fluctuate below the normal water level. With the dock resting on the rock there will be a minimum of two feet of water along the usable portion of the dock; thereby eliminating any underwater hazard associated with the dock support. }' L .
