We have reviewed the response and require additional information in order to complete our review of the application for the above noted project. Please provide a response to these items by August 11, 2023. The Division will consider the application on hold until a complete receipt is received. 1. Notes on the plan sheets for the culvert installation under the access road states "add culvert inlet and outlet protection". The Division does not recommend inlet and outlet protection for wetland connectivity culverts as they will increase the wetland impact, however if these protections are necessary for other regulatory programs, please ensure that they are shown on the impact maps and impacts are accurately calculated to account for these permanent impacts. 2. One culvert proposed along the access road (circled in red below) does not appear to be installed to provide wetland connectivity. Please provide a culvert within the wetland for connectivity. 3. The Division recommends that another wetland connectivity culvert be considered at the location circled in purple on the image below. 4. The Division is concerned with the proposed installation of a concrete washout pit within a wetland. NPDES regulations recommend that these be located away from surface waters, and Sheet CG501 specifically states: " Washout Pit may be located no closer than 50' to drains, inlets or surface waters". Wetlands are defined by DWR regulations as surface waters. Please relocate the washout pit in accordance with these requirements. 5. It appears that the trapezoidal channel shown below in Blue has not been calculated as permanent wetland impact. 6. The impact summary table you have provided does not match the impact sheets included with the plan set. a. Impact areal, Wetland WA, is listed as permanent impact on the impact plan sheet but no acreage amount is included in the impact table. b. Impact area 3, Wetland WB, is listed as 0.426 acres on the summary table and 0.429 acres on the impact sheet c. Impact area 5, Wetland WB, is listed as 0.253 acres on the summary table and 0.254 acres on the impact sheet d. Impact area 6, Wetland WB, is listed as dewatering on the impact plan sheet, and land clearing on the impact summary table. The cover letter indicates this area is to be mechanically cleared. Please clarify exactly what activities will be occurring within these areas. It is unclear that regular equipment access to the stockpile area, the sediment basin, and equipment movement throughout the site during construction would be able to avoid these areas. Areas that will be accessed by construction equipment are likely to be compacted and permanently impacted. If you propose these areas will not be permanently impacted please provide clear details that show how the site will be constructed without allowing equipment to access these areas. e. Impact area 7, Wetland WC, is listed as 0.016 acres on the summary table and 0.027 acres on the impact sheet f. Impact area 8, Wetland WC, is listed as 0.027 acres on the summary table and 0.064 acres on the impact sheet g. Impact area 9, Wetland WD, is listed as 0.001 acres on the summary table and 0.013 acres on the impact sheet h. Impact area 10, Wetland WD, is listed as 0.013 acres on the summary table and 0.044 acres on the impact sheet i. The impact summary table indicates areas 11, 12 and 13 but these are not shown on the impact sheet 7.
