This letter is to inform the NC Division of Water Resources ( NCDWR) of the intent to
reconstruct the main and auxiliary parking lots at James G. Martin Middle School (Martin
Middle) to accommodate the construction of the roadway extension for University Pointe
Boulevard (UPB) from IBM Drive to IKEA Boulevard in Charlotte, NC. Since no Jurisdictional
Waters of the U.S. will be impacted as part of this project, a Pre - Construction Notification is not
required. Therefore this letter is to serve only as a Notice of Intent. See the attached USGS
Topographic Map and Project Area Map for additional information.
Please note that standard erosion and sedimentation control practices, methods, and
procedures based on those presented in the Charlotte Land Development Standards Manual
(2014) and North Carolina Erosion and Sedimentation Control Planning and Design Manual
(March 2009. rev20131 as well as NCDWR requirements described in the new NPDES General
Stormwater Permit for Construction Activities, NCGO10000 will be implemented as part of the
project.
