Salisbury Street N Wake Forest, North Carolina 27587 Raleigh, North Carolina 27604 u z Ch RE: Shaffer Subdivision NWP 29 Pre - Construction Notification Application Town of Holly Springs, Wake County fV Dear Mr. Lastinger and Ms. Higgins: a Y On behalf of HHHunt Shaffer, LLC, we are requesting authorization from the USACE to use Ln' NWP 29 for 0.183 acres of permanent wetland impact and 65 linear feet of permanent stream impacts for lot fills and road construction for the proposed residential development, Shaffer y Subdivision. We are also requesting a 401 WQC from NCDWR for the above referenced impacts. O Shaffer Subdivision is a 44± acre proposed 139 lot residential development with associated infrastructure (e.g., roads, utilities, stormwater management). The project is located on Holly Ln Springs New Hill Road, just west of Old Holly Springs Apex Road in Holly Springs, Wake County (Latitude: 35.6626N Longitude: - 78.8596 °W). The project is located in the White Oak Creek Watershed, Cape Fear River Basin and on site tributaries drain to Little Branch. The Water o Quality Classification for Little Branch is C. The site consists of two parcels referred to as the Shaffer parcel (PIN #: 0649068141; 33.85 acres) and the Evans parcel (PIN #: 0649166066; 10.47 acres). A site visit by the USACE and JD Approval for the Shaffer parcel occurred in November 2013. DWR issued a stream determination letter on December 20, 2013. Onsite wetlands for the Evans parcel were delineated by Timmons Group staff (formerly Mitchell Environmental staff) on November 19, 2014 A JD Request Application was submitted to the USACE on November 3, 2014 and Timmons is requesting issuance of the JD in conjunction with the issuance of the NWP 29. C The proposed project impacts consist of 0.183 acres of permanent wetland impact and 65 linear N feet of permanent stream impact. The impacts will occur from construction of building sites for residences and roads. Mitigation is anticipated for the wetland impacts and mitigation credits have been secured through the NC Division of Mitigation Services In -Lieu Fee Program. E Stream impacts are below the mitigation threshold and mitigation is not anticipated. o The stormwater management plan consists of three wet detention ponds. The stormwater plan ° v is currently in the review process of the Town of Holly Springs. Final Stormwater Plan approval and issuance of a Stormwater Permit occurs after the Construction Drawing phase.
