Adams Sr.) and property owner (E. Hunt III, LLC), S &ME, Inc. (S &ME) is submitting this Preconstruction Notification Form (PCN) for the above- referenced project as application for North Carolina Division of Water Resources ( NCDWR) Neuse River Buffer (NRB) Authorization. BACKGROUND INFORMATION Millridge Real Estate, LLC (James M. Adams Sr.) is under contract to purchase a 16 -acre portion of an overall 52 -acre tract owned by E. Hunt III, LLC. The site located east of US 1 (Capital Boulevard) and south of Jenkins Road in Wake Forest, Wake County, North Carolina and will be developed into the St. Ives Subdivision, Phase III consisting of 16 residential lots. The overall site plan and impact map is included in Appendix I. The following documents are provided in support of our request: • Pre - construction Notification (PCN); • Figures: USDA -SCS Soil Survey Map (Figure 1), USGS Topographic Map (Figure 2), Color Aerial and Topographic Map (Figure 3) • Appendix L• Wake County GIS Property Information (Exhibit 1), Impact Map (Exhibit 2). • Appendix II: Property Owner Agent Authorization / Right -of -Entry Form, Property Developer Agent Authorization / Right -of -Entry Form • Appendix III: NCDWR Stream Determination Letter PROPOSED PROJECT IMPACT The proposed impacts consist of the construction of a12 -inch PVC sanitary sewer line within a 30 -foot wide easement that will serve the proposed 16 -lot residential subdivision. The sewer alignment was designed to tie into an existing City of Raleigh sanitary sewer easement while avoiding impacts to the stream, wetlands, or Zone 1 of the Application for Neuse River Buffer Authorization St. Ives Subdivision, Phase III Wake Forest, Wake County, North Carolina July 9, 2015 Neuse River Buffer. The proposed construction of the sanitary sewer line within the sanitary sewer easement will result in temporary impacts to Zone 2 of the riparian buffer in the amount of 12,551 square feet. After the construction of the sewer line, the 30- foot wide easement will be revegetated with grasses and periodically maintained. The jurisdictional wetlands and waters of the U.S. within the project boundary were delineated and located with a GPS unit. The delineated jurisdictional areas include one perennial stream along the northern boundary and a small linear headwater forested wetland located within the riparian zone of the stream. The NCDWR visited the site on November 7, 2014 and issued a buffer confirmation letter on November 19, 2014 (NBRO #14 -441) which is attached in Appendix V. Appropriate sediment and erosion control practices equaling those outlined in the most recent version of the "North Carolina Sediment and Erosion Control Planning and Design Manual" will be used.
