salt -tolerant species such as Spartina and Phragmites are abundant in tidally -influenced areas of the shoreline and less
salt -tolerant species like Typha occurring in the southeast corner of the battleship basin. Typical managed upland grasses
and trees can be found throughout the tract and parking lot.

USS Battleship Road contains roadside swales and ditches conveying stormwater towards the Cape Fear River via open
system and pipes/culverts. Stormwater also drains to ship basin via drop inlets.
5. Activities and Impacts
a. Will the project be for commercial, public, or private use? ®Commercial ®Public/Government

b. Give a brief description of purpose, use, and daily operations of the project when complete.
Nature -based infrastrucure solutions to flooding issues will allow visitors and employees to gain access to the Battleship
property and help minimize impacts from sunny day flooding and high tide events as well as increase resiliency for fish and
wildlife. Project elements will provide enivronmental educational programs for school groups and the public.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
Construction will be primarily conducted from land and include installation of erosion control measures; demolition of the
existing parking lot pavement and curbing; removing and disposing of existing lighting; salvaging other on -site items;
removing or abandoning existing drainage piping and structures; filling in the main parking lot area to build a new asphalt lot
at a higher elevation; constructing a stormwater wetland with control riser and retaining wall sides; constructing a tidal creek,
tidal marsh and living shoreline; constructing a pervious gravel overflow parking lot and boardwalk; installing new parking
area lighting; elevating utilities near the visitor center;native plant installation; and bulkhead/riprap removal and grading.
Construction is proposed for winter 2022/2023 with planting of wetland species in spring 2023 and monitoring to commence
in summer 2023.Equipment will be stored in a designated staging area on the west side of the project site near the
Battleship's existing upland storage area. Equipment will likely include larger track hoes (2), bull dozers (2), larger loaders
(2), skid steers (1), dump trucks (1 or 2 at a time), compaction equipment (1), possibly a crane (1), dewatering equipment (1),
paving equipment (1).
d. List all development activities you propose.
1. Restore approximately 720 linear feet (0.07 acres) of hardened shoreline with an intertidal esturarine living shoreline.
2. Remove 2 acres of exisiting parking lot.
3. Create 1.3 acres of coastal wetlands, enhance 0.74 acres of existing coastal wetlands, and convert 0.08 acres of existing
coastal wetland to tidal creek.
4. Elevate and repave exisiting parking lot adjacent to visitor center to +6 NAVD88, install a stormwater swale to capture
overland flow and improve water quality draining to Cape Fear River.
5. Construct a 55 space parking lot using a porous pavement system.
6. Construct a 330 linear foot wooden boardwalk over the tidal creek to support pedestrian access, outreach and
engagement activities.

h. Describe location and type of existing and proposed discharges to waters of the state.
Existing drainage is through small pipes that run into the berth as well as three culverts that discharge into the Cape Fear
River. Proposed drainage will consist of open water through a constructed tidal creek, adjacent constructed and enhanced
wetlands, stormwater conveyance pipes within the ROW and a stormwater swale will drain into the Battleship berth and
adjoining Cape Fear River. All drainage infrastructure proposed in ROW will be coordinated with NCDOT.

6. Additional Information
In addition to this completed application form, (MP-1) the following items below, if applicable, must be submitted in order for the application
package to be complete. Items (a) — (1) are always applicable to any major development application. Please consult the application
instruction booklet on how to properly prepare the required items below.
a. A project narrative.
b. An accurate, dated work plat (including plan view and cross -sectional drawings) drawn to scale. Please give the present status of the
proposed project. Is any portion already complete? If previously authorized work, clearly indicate on maps, plats, drawings to distinguish
between work completed and proposed.
c. A site or location map that is sufficiently detailed to guide agency personnel unfamiliar with the area to the site.
d. A copy of the deed (with state application only) or other instrument under which the applicant claims title to the affected properties.
e. The appropriate application fee. Check or money order made payable to DENR.
f. A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such
owners have received a copy of the application and plats by certified mail. Such landowners must be advised that they have 30 days in
which to submit comments on the proposed project to the Division of Coastal Management.
