Thanks, Dave. I think I will leave it as Bank Stabilization in case the matting has to be toed in somehow. I believe it was
originally temp impact but don't want to risk another permit mod if I leave it as temp impact. I will be sending updated
sheets and Summary table sheet with note under Site 10 that 26 feet is coir fiber matting.

That will be fine if you would like to do that. Really though, coir matting would not be considered a 404 impact, since it's
not really a discharge of dredged or fill material. Was this area considered a temporary impact previously? If so, the coir
matting would just be part of the restoration of the temporary impact (i.e. reestablishing grade and contour). Your
solutions for the drawings sounds good. Hope this helps!

As far as impacts for summary sheet for Site 10, would it be okay if I still call it bank stabilization just in case the coir
matting, etc. goes below ordinary high water mark. For the drawings, I will have the riprap removed next to each side
of ditch and note coir matting, etc. Thanks for getting back to me on this.

Thanks for the above referenced permit mod request. I sent the request out for agency comment today, so all
comments should be received within 15 days. While that is ongoing, I am requesting additional information on the Site
10 bank stabilization request. I spoke with Division 7 and the contractor during a site visit on 6/17/2015. The rip rap is
proposed where the diversion channel opening currently exists at a turn in the natural stream channel. While on site I
asked that DOT provide avoidance and minimization information related to building back the bank without using rip rap,
but instead using softer techniques such as matting, seeding, and live staking. The stream in question is fairly small and
information wasn't available at the time regarding storm flows and erosive velocities. Please provide this information so
I can speak to avoidance and minimization in my decision document.
Also, I would anticipate the agencies asking for more information on the need for additional bank stabilization at site
20A. I have been on-site and had a part in suggesting that the slope in question was likely to experience significant
erosion without additional measures. However, the rest of the agencies (with the exception of Dave Wanucha) have not
seen this site and may be curious.
