PROJECT SUMMARY: The applicant is proposing to increase the size of an existing 4'x53' finger pier to Tx67' finger pier for an existing marina slip. This would involve the placing 4 additional pilings and the addition of 257sf of additional floating platform. No mooring pilings are proposed. 9. NARRATIVE DESCRIPTION: The project is located on a peninsula along the eastern side of Pivers Island Rd. near Beaufort, Carteret County. Pivers Island Rd. is found by turning off of US 70 on Radio Island just before the Beaufort drawbridge. Gallants channel and Taylors Creek borders the site to the east and what is locally known as "Knasty Harbor" borders the site to the north. The applicants property is .5 acres in its entirety and varies from O' to 5' in elevation above NHW. The high ground portion of the site has been landscaped with grass and has an existing parking lot. The shoreline has been stabilized with a 450' bulkhead permitted under General Permit 40724C. An existing 21 slip marina is permitted under Major Permit 196-07. On the southern side of the peninsula is a 10 slip docking facility issued under Major Permit 39-87. This docking facility was permitted to Ron Hardee and is under a long-term lease agreement with a boat owners association. Both docking facilities are on the same property. There is a fringe of Smooth Cordgrass (Spartina alterniflora) adjacent to the bulkhead. The substrate in this area is mostly silt and sand. Water depths in the docking area are approximately -8' NLW and have historically received General Permits for maintenance excavation. The width of the waterbody is approximately 800' across Gallants channel, 150' across the mouth of" Knasty Harbor" and 383' across the channel to Pivers Island. There is 520' of shoreline associated with the property. The 10 slip docking facility on the southern portion of the property extends 120' off the southern shoreline of the peninsula. The Division of Water Quality classifies this area as SA waters. This area is not a Primary Nursery Area and is closed to the taking of shellfish. Carteret County's Land Use Plan classifies this area as Developed and Conservation within the AEC's. There are no shellfish leases or SAV's in this area. No shellfish resource was noted. 10. PROJECT DESCRIPTION: In an effort to increase the stability and safety of the southern floating finger pier, the Beaufort Village Marina Yacht Club proposes to expand the existing floating finger pier on the southern edge from 4'x53' to Tx6T. The waterward extent of the proposed finger pier extends 95' off the eastern shoreline of the peninsula, in line with existing mooring pilings for the marina, and 95' off the southern shoreline. The increase in the footprint of the finger pier would not exceed the 1/4 width (95.75') of the Beaufort Channel. This would not increase the number of slips existing authorized in the marina. No outer mooring pilings would be placed. The extension would not encroach into any federal or other channel. No coastal marsh would be filled or excavated during this process. 11. ANTICIPATED IMPACTS: The proposed expansion of the southern floating finger pier at the Beaufort Marina Village Yacht Club would result in 257sf of additional shaded impact. No coastal marsh would be filled, excavated or shaded during this project. There should be no hazard to navigation.
