Hi Patrick, and thank you for your email and the Year 3 Monitoring Report for the above referenced
property. Based on the photos in successive monitoring reports, the site has sustained a satisfactory
restoration trajectory and completion of additional monitoring periods are unnecessary. As such, we
consider the wetland restoration to be successful and Special Condition 3 of the Nationwide Permit
39 verification, dated 4/21/2020, to be fulfilled and completed. We consider this case fully closed.
Please forward this correspondence to Ms. Tanya Goria Lebold and, if possible, the current owner of
the property for their records.
We have appreciated your thorough planning and documentation, as well as your cooperation,
throughout this process. Please let me know if you have any questions.

As promised attached please find our Year 3 Monitoring Report for the subject
project.
Per our previous email correspondence (below) our report also includes a
formal request to cease monitoring on the project and to document the
completion of the required wetland restoration and subsequent monitoring as
described in Special Conditions 2 and 3 of the USACE General Permit
Verification dated 04/21/2020, and Condition 3 of the NCDEQ-DWR 401 WQ
Certification dated 04/13/2020.
As you are aware, and is noted in our monitoring report, the subject property
was sold in 2021. Our client (Mr. Pete Goria who as you are aware has since
passed away) was under agreement with the new property owner to close out
the wetland restoration and the necessary monitoring. S&EC assisted Mr.
Goria (and now his daughter Ms. Tanya Goria Lebold) to complete this work
including the attached report. Please note that S&EC is not under contract
with the current property owner and as such any future permit compliance
questions or correspondence should be directed to the current owner (Linder
Industrial Machinery Company, PO Box 3224, Hickory, NC 28603).

Hope all is well. We visited Lot 9 of the McConnell Center on Monday (the gth)
to perform our Year 3 Spring Monitoring visit per our recent correspondence.
During the visit, per our standard protocol, we traversed the extent of the
wetland restoration area, collected photos at each of the previously
established photo points, evaluated general vegetative success, and performed
a general evaluation of the restored site wetland area including the stability of
the wetland surface and the adjacent slopes.
The attached updated Representative Site Photos includes photos from our site
visit at each of the nine (9) previously established photo points. The photo set
provides for a year-to-year and season -to -season comparison of site conditions
(viewed from each photo point - Photos 1, 1a, 1b, 1c and 1d, etc.) during each
of our five (5) site monitoring visits to date. A copy of our Photo Points Map is
also attached for reference.
As indicated in our last report (Year 2) the growth of herbaceous vegetation has
been vigorous since construction was completed, and based on our most
recent observation this remains the case. As you'll see in the photos, site
vegetation both within the restored wetland and on the adjacent slopes is very
dense and consists of a variety of species. Our observations indicate that the
ground surface within the restored wetland area and the adjacent side slopes
remain stable. The ground surface within the vast majority of the wetland
(non -open water) had shallow standing water or near surface saturation at the
time of our visit. The outlet weir through the dam breach remained clear.
The adjacent development activities, as you are aware, have continued to
progress. We saw no indication that the ongoing construction activities were
having any negative affect on the wetland restoration area. Based on a
discussion with our client we understand that the remaining stabilization
activities associated with the site development were to be completed this week
after which only the building interior/exterior, paving, fencing, etc.
construction activities will remain.
Based on our observations, and in light of our recent email correspondences,
and assuming both USACE and DWR are generally in agreement that a request
to cease monitoring is warranted} we'd intend to move forward with preparing
our Year 3 monitoring report (roughly 6 months early) and submit it for your
review. In this report we'd formally request monitoring be future monitoring
be ceased and the project be closed -out.
