HomeMy WebLinkAbout20231071 Ver 1_Support doc and figs POD6 70237121_20230731City of New Bern POD6 NWP Permitting Install/Construct Transmission Line Switches and Permanent Gravel Access Route Duke Energy Progress, LLC 7/2023 Terracon #70237121 Proiect Summarv: The project is to install 2 transmission line switches (SW 130-2 and SW 132-1) along with gravel switch pads and a permanent gravel access route (that ties to an existing gravel access road) to provide all-weather access to these switch locations for necessary operations. This project/permit review area is located within a project area previously assessed for the Havelock 23kV Relocation Project. A natural/cultural resource assessment, pedestrian species specific threatened and endangered species surveys, and a PJD (SAW-2021-00630 approved 8/2021) was completed for this project. Information from the previous studies were used to develop this supporting documentation. As part of the project to install these switches four (4) new transmission H-frames will be installed; STR PT 130-1, SW 130-2, STR 132, and STR SW 132-1, two (2) existing transmission H-frames will be replaced; STR 130 and STR 131, one (1) existing transmission H-frame structure will be removed EX STR 132, and six (6) existing single wooded distribution line poles will be removed (EX POLE 7-12). Two separate locations to install underground electrical conduits will be completed via directional drilling. One directional drill install will be between STR PT 130-1 and SW 130-2, and the other under the proposed permanent access road for a distribution. To provide all-weather access to both switch locations (SW 130-2 and SW 132-1) a 12-foot-wide permanent gravel access route and permanent gravel switch pads (one switch pad 46'x40' for each switch location) will be constructed. The permanent gravel access route will tie to an existing gravel access road that connects to County Line Road. Temporary wetland work pads (around structures and poles in wetland areas) and temporary construction access route (within the existing ROW easement) will also be needed for this project. Please see site plan attached for detailed drawings for the proposed project. • The construction of the 12-foot-wide permanent gravel access route (geotextile/gravel road) and two (2) gravel switch pads will necessitate the proposed 0.23- acre/10,092saft of permanent wetland impact within the existing maintained powerline ROW. These proposed permanent wetland impacts are to provide all-weather/storm response access necessary to provide reliable electrical services and operational line maintenance solutions for this Duke transmission line and service areas. The length and width of the proposed permanent gravel access route has been designed to minimize adverse effects on WOTUS and will be constructed as near as possible to pre -construction contours in efforts to maintain surface flows. Temporary wetland impacts are also proposed as part of this project. Structure and pole replacement/removal will be performed with equipment appropriate for site conditions. Equipment will access the power line ROW from the exiting gravel access road connecting to County Line Road. Float track (low ground pressure equipment) and matting maybe used to facilitate construction. Wetland areas may be temporarily matted with commercially made composite or heavy-duty timber/crane mats, where necessary in the ROW to allow for equipment access and to provide wetland work pads. Pole/H-frame structures are to be installed via vibratory caissons and placed in the soil to desired project depth. As proposed, there will be no changes to existing contours, no discharge of fill material, no addition of impervious surfaces within wetlands to facilitate these efforts. All matting will be removed once construction is complete. With the herbaceous root bed retained the existing vegetation will grow within the temporary access path and wetland work pads. Matting will be adjusted/blocked (with additional mats and transitions) where necessary to accommodate existing contours and provide access and construction work pads. • The proposed temporary wetland impacts associated with this project totals approximately 1.85-acres/80,416saft; 0.62-acre/27,048sgft for wetland work pads and 1.23-acre/53,368sgft for access route matting. This project includes both temporary and permanent wetland impacts. Avoidance and minimization measures have been implemented to the extent practicable to reduce the potential for individual or cumulative adverse environmental effects. The project was designed in efforts to limit environmental effects. The compensatory mitigation necessary for the proposed permanent wetland impacts, within the existing maintained powerline ROW, is at the discretion of the district engineer. In the event some other environmentally appropriate form of mitigation is not determined, a one -for -one ratio will be used to mitigate for the proposed 0.23-acre permanent wetland impacts. A commercial mitigation banker (Brices Creek Wetland Mitigation Bank) was contacted to determine that credits are available in the service area for this project. Threatened and Endangered Species A NCNHP database query was generated in July 2023 to determine if any federally listed species have been documented inside of or within 1.0 mile of the permit review study area. Red -cockaded woodpecker (RCW) was identified within a one -mile radius of the study area (last observed 2021). Habitat for RCW does not exist within the existing transmission line ROW/permit review area for the City of New Bern POD6 project. Terracon Consultants Inc completed pedestrian species specific Threatened and Endangered Species surveys for the Havelock 23kV Feeder Relocation project on 6/29-30/2021. These surveys were for the following species: rough -leaved loosestrife and cursory surveys for some of USFS species of concern (PETS); Leconte's Thistle and spring -flowering goldenrod on USFS properties. The potential habitat surveyed was based on descriptions and guidance from the U.S. Fish and Wildlife Service (USFWS) for each species. Potential habitat within the study area consisted of wet powerline ROW, adjacent roadside ditches, and other wetland areas within the study area. The surveys for rough -leaved loosestrife were conducted during the optimal survey window for this species, mid -May through September. None of these species were observed during these surveys. A search of North Carolina Natural Heritage Program (NHP) database indicated no occurrences of the Federally listed species (rough -leaved loosestrife) have been documented within 1.0 mile of the study area. Leconte's Thistle was reported in the NHP search as occurring within 1.0-mile of the study area. No listed plant species were observed in the City of New Bern POD6 permit review area during the previously performed species specific surveys. Cultural Resources (for the Havelock 23kV Relocation Proiect) Archaeological Sites Research conducted by the North Carolina Office of State Archaeology (OSA) on March 10, 2021 indicated that one previously recorded archaeological site has been recorded directly within the project study corridor. Archaeological site 31CV90 was recorded in 1976 during a survey of transmission corridors in the area and is located within the existing transmission corridor. The prehistoric scatter of Woodland period ceramics was recommended Not Eligible for the National Register of Historic Places (NRHP). Archaeological site 31CV90 is located over 4,900-feet northwest of the permit review area for the City of New Bern POD6 project. No archaeological sites were recorded in the permit review area. Historic Structures Research conducted using the North Carolina State Historic Preservation Office (SHPO) HPOWEB GIS service database on March 8, 2021 revealed no previously recorded historic properties are located in or within 0.25-mile of the permit review study area. As the proposed transmission work is located within the existing Right of Way and is not likely to result in additional visual disturbances, no adverse effect is anticipated to historic resources.
