Site inspection was conducted on August 2, 2023 by Kevin Mitchell with the Asheville Regional Office. The inspection
was in response to a self reported sediment loss at Station 60+00 Lt Y2 CC section on NC 28. I spoke with Jeremy
Dalton and Chloe Hyde during the inspection.
Section CC
- Station Y2 60+00 LT (Site 12 & 13) - Cleanup is underway, but additional sediment was observed in two streams.
Sediment needs to be removed from the JS all the way down to the confluence, including pockets underneath
rhododendron in stream SFN. Recommend matting the slopes especially above both streams. Also, need to reinstall slope
drains before forecasted rain events and at the end of the day.
- Station Y2 53+00 LT (Site 11) - Sediment was observed in JS. All off -site sediment needs to be removed from the JS
down to the confluence including pockets of depostion underneath rhododendron. Also, need to remove rocks/boulders
from JS and from the silt fence adjacent to the stream. Recommend matting the slopes above the JS.
Section CB
- Station L 280+00 LT (Site 15) - Erosion control looks much better.
Section CA
- Station L 108+00 (Site 9) - Recommend adding cover/fabric around inlet and outlet of box culvert. We also discussed
possibly raising the impervious dike with additional sandbags. The material in the box culvert looks good, but additonal
rock or rip rap should be added so that it is flush with the sill. Fine sediment/material above the last sill at the outlet end
needs to be removed.
- Station L 67+50 LT (Site 8) - Maintain measure and remove sediment from base ditch above JS. This may require the
removal of rip rap. Feature is jurisdictional at inlet to culvert under Tatham Road.
- Station L 65+00 LT (Site 7) - No measures were in place above JS. This needs to be corrected immediately.
Recommend matting slopes on the left and right side of NC 143.
Sediment losses needs to be reported within 24 hours of discovery.
Project needs to meet NPDES cover requirement timeframes.
