Enclosed with this letter is a copy of the Draft Permit for your facility. Please review the draft very
carefully to ensure thorough understanding of the conditions and requirements it contains.
The Draft Permit contains the following significant changes from your current permit:
• The quarterly monitoring for Total Selenium and Total Silver was added to the permit based
on the results of the Reasonable Potential Analysis.
• The monitoring for Total Nickel and Total Lead was reduced to quarterly based on the
results of the Reasonable Potential Analysis.
• The monitoring for Total Tin, Total Antimony, Total Aluminum, and Total Fluoride was
eliminated from the permit based on the results of the Reasonable Potential Analysis.
• The monitoring for Total Iron was eliminated from the permit because Iron standard for
surface waters was removed by the state of North Carolina.
• The monitoring for Total Cobalt was eliminated from the permit based on the review of the
effluent data.
• The intermediate Cadmium limits and compliance schedule was removed from the permit
since the facility already achieved compliance with the final Cadmium limits.
Please provide any comments you have regarding the draft permit to this office by May 8,
2023. At this time, the Division is also publishing a notice in the newspapers of general circulation
in Rutherford County, inviting public comment on the draft permit. Following the 30-day comment

period, we will review all pertinent comments received and take appropriate action on the permit
modification.
