This full -delivery project was contracted on January 5, 2023 by the DMS with EPR, under RFP 16-519661701. The Site is located in Caswell County, North Carolina, approximately 2.5 miles south of the Virginia State line. The site meeting began as scheduled at approximately 10:00 AM with introductions and a general summary of the overall Project background and concepts. After the Project introduction and overview, attendees toured the Site to review existing conditions and proposed mitigation types, strategies, and design concepts. The Site review notes that were recorded are presented below. • The attendees started at the upstream end of UT1 and walked the site generally from upstream to downstream. The group walked the full extent of each stream feature proposed for mitigation, including viewing the upstream heads of each reach. o Most of the reaches begin at the upstream intermittent/ephemeral break point. EPR will confirm these points during formal stream delineations and set the easement lines appropriately, to ensure 1 ECOSYSTEM PLANNING & RESTORATION that the I/E point is captured in addition to some area above the I/E point that can be used for runoff treatment. o The Corps requested that headcuts and wallow areas be called out in existing condition maps/drawings —they help the IRT in understanding the site conditions and proposed actions. o Corps and WRC request dewatering ponds into silt bags to prevent transport of pond organisms downstream. o IRT members commented that enhancement reaches will need to be justified for the mitigation ratios provided. o IRT would prefer to see all earthen dams completely removed. If not, need to justify from a functional standpoint for the restored system. o For removed ponds, the IRT will request that a vegetation monitoring plot (post -construction) be placed in the old dam footprint and in the old pond footprint. o IRT would prefer wider buffers at concentrated areas of runoff into the project. o IRT requests that the crossing at the bottom of the project be included in the easement, with crossing stipulations. A ford is acceptable if it is fenced and not allowed to remain open all the time. o Stream monitoring gages need to be placed in the upper 1/3 of intermittent stream reaches that are restored for mitigation credit. o Corps recommends removal of accumulated sediment in the pond bottoms and replacement with appropriate soil materials. o Mitigation plan should include spraying and ripping of fescue areas. o Comment was made to ensure intermittent reaches that need grade control include rock. o EPR should seek to minimize disturbance to existing trees and forest as much as practicable. The above minutes represent EPR's interpretation and understanding of the meeting discussion and actions.
