COMPLIANCE HISTORY (PAST PERMIT CYCLE):
This facility has no unresolved or ongoing compliance issues.
• No enforcements since 2016.
• 2021 Limit violation for fecal weekly geo mean.
• 2018 two monitoring frequency violations.
• Inspection in April 2021 resulted in NOD

File Review and Proposed Changes:
This facility discharges to trout waters. According to the requirements set forth in 15A NCAC 0213. 0211
(21), (6), and (18), effluent monitoring for turbidity, dissolved oxygen, and temperature, as well as instream
monitoring for temperature, must be added to this permit.
Mercury was not detected in the effluent. Monitoring has been removed. This facility treats 100% domestic
waste.
RENEWAL SUMMARY: This permit reflects discharge at Outfall 001. DWR updated the following:
1. The facility's classification has been added above the effluent table
2. Added effluent monitoring for turbidity per 15A NCAC 0213.0211 (21).
3. Added effluent monitoring for dissolved oxygen per 15A NCAC 02B.0211 (6).
4. Added instream monitoring for temperature per 15A NCAC 0213.0211 (18).
5. Mercury monitoring was removed. There was no detection of mercury in the effluent.
6. Section A. (3.) Electronic reporting of Discharge Monitoring Data has been updated to be
consistent with current federal requirements.

Notice of Intent to Issue a NPDES waste-
water permit
The North Carolina Environmental Man -
a ae ment Commission proposes to issue a
N ES wastewater discharge permit to
the person(s) listed below.
NCO079561:Town of Elk Park applied to
renew permit for their WWTP in Avery
County. Facility discharges treated domes-
tic wastewater to Little Elk Creek, Watau-
ga River Basin. Currently BOD, TSS, Fecal
Coliform, Ammonia, TRC, and pH are
water qualify limited. NCO032115: Town
of Banner Elk applied to renew permit for
their WWTP in Avery County. Facility dis-
charqes treated domestic wastewater to
Elk River, Watauga River Basin. Currently,
BOD, TSS, Fecal Colifonn, TRC, ammonia,
and pH are water quality limited. Written
comments regarding the proposed permit
will be accepted until 30 days after the
publish date. The Director of the NC Divi-
sion of Water Resources may hold a public
hearing should there be a significant de-
gree of public interest. Interested persons
may isit the DWR at 512 N. Salisbury.
