A letter of request for Authorization to Construct was received February 20,
1984, by the Division and final plans and specifications for the subject project
have been reviewed and found to be satisfactory. Authorization is hereby granted
for the construction of improvements to a 0.20 MGD wastewater treatment facility
consisting of a new manual bar screen; addition of four (4) mechanical aerators
to the existing wastewater lagoon; installation of a 3-cell tertiary sandfilter
unit with automatic backwash, air scouring blowers, and dual 100 GPM backwash re-
turn pumps; replacement of existing tablet --type chlorinators with gas chlorination
equipment including associated piping, valves and appurtenances; and replacement
and relocation of the existing effluent discharge line with approximately 1,123
lineal feet of 10-inch gravity sewer.

This Authorization to Construct is issued in accordance with Part III para-
graph C of NPDES Permit No. NCO040011 issued June 29, 1984, and shall be subject
to revocation unless the wastewater treatment facilities are constructed in accor-
dance with the conditions and limitations specified in Permit No. NC0040011.
The Permittee must employ a certified wastewater operator in accordance with
Part III paragraph D of the referenced permit.
In event the facilities fail to perform satisfactorily in meeting it's NPDES
permit effluent limits, the Yanceyville Sanitary District shall take such immediate
corrective action as may be required by this Division, including the construction
of additional wastewater treatment and disposal facilities.
