Everything looks good except for a few small issues: Please correct the following: - Prior Comment 1 – Per the prior comment, this project must either meet Runoff Treatment or Runoff Volume Match, neither of which are met since there is approximately 10,000 sf of uncaptured/treated BUA (required for Runoff Treatment) and an insufficient amount of annual runoff is infiltrated/evapo-transpired (required for Runoff Volume Matching). It is noted that the entire amount of proposed BUA cannot be captured due to topographic constrains. As indicated in the prior Request for Additional Information letter, you can permit the portions of the site that bypass the SCM as a low-density drainage area (This was alluded to in the Response to Comments letter, however if this option will be utilized, the following things need to be done: o Revise the Application (Section IV, 9 & 10) to indicate a low-density drainage area. o Revise the Supplement-EZ Form (Drainage Areas Page; Lines 3, 4, & Low-density column and Low- density Page) to indicate a low-density drainage area. o Revise the O&M Agreement to indicate a low-density area (A new original signed & sealed copy will be required). o Provide calculations for any vegetated conveyances in the low-density drainage area (required per 15A NCAC 02H .1003(2)(c)). If not utilizing the low-density drainage area, you will need to capture & treat the currently uncaptured/treated BUA, revise the design to meet Runoff Volume Matching, or request a variance. - Please correct the following issues with the Supplement-EZ Form: o Cover Page:  Please sign & seal the cover page of this form (The provided cover page was modified from the one that originally submitted, so a new signature & seal are required). o Drainage Areas Page:  Entire Site Column:  Lines 7 & 11 – Since the entire site column is an accounting of the entire site, there are no offsite portions to this column (any offsite areas are, by definition, not part of the entire site). The values for these items should be removed.  Line 5 – As indicated above, there are no offsite components to the entire site. Please revise this value so it matches Line 6.  Line 8 – As indicated above, there are no offsite components to the entire site. Please exclude the 4,792 sf of offsite BUA from this item.  Line 18 – As indicated above, there are no offsite components to the entire site. Please recalculate this value based on the total proposed BUA within the project area (Line 8) and the total project area (Line 5). This value should correspond to Section IV, 8 of the Application.  Drainage Area 1: 1  Line 12, Roadway – Please exclude the 4,792 sf of offsite BUA from this item as it is already accounted for in Line 11. This item should correspond to the value shown in Section IV, 10, On-site Streets.  Low-Density Column (If applicable):  This column will correspond to the portion of the project area that bypasses the SCM (Adding up the on-site portion of the SCM drainage area and the low-density drainage area will equal the project area/entire site) o Infiltration Page:  Line 2 – (My apologies for not including any information on this item in the previous Request for Additional Information letter) - Please upload the electronic copies of the submittal items that were submitted on 11/17/2022 through the link at the following location: https://edocs.deq.nc.gov/Forms/SW-Supplemental-Upload. This is required per 15A NCAC 02H .1042(2). Please provide the following: - 1x electronic copy of the submittal items from the 11/17/2022 submission. - 1x hard copy & 1x electronic copy of the revised Supplement-EZ Form pages. - 1x hard copy & 1x electronic copy of the revised Application Form pages (if applicable). - 1x original signed hard copy & 1x electronic copy of the revised O&M Agreement Form (if applicable). - 1x hard copy & 1x electronic copy of the vegetated conveyance calculations (if applicable). - 1x hard copy (2x hard copies for plans) & 1x electronic copy of any other items needed to address these comments. Hard copies should be mailed to me at the following address: For FedEx/UPS: Jim Farkas 512 N. Salisbury Street, Office 640M Raleigh, NC 27604 For USPS: Jim Farkas 1612 Mail Service Center Raleigh, NC 27699-1612 Hand Delivery: Please reach out to me prior to hand delivering a submission to make sure that I (or someone else in my group) will be able to receive the submission. Do not leave the package in the foyer with the security guard. NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the submission package may be lost while being sent from the Regional Office to me in the Central Office. Electronic copies should be uploaded at the following location: https://edocs.deq.nc.gov/Forms/SW-Supplemental-Upload Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the permit without doing another formal review.
