Nothing further is needed at this ?me.
Once you do make the revisions to the design, you can (but are not required to) provide them to our office to add to the
permit file “for our records” only and would not result in any formal review/acknowledgement/approval from our office
(since the permit will have been issued at that point and would no longer be “in review”).

At this ?me, please go ahead and issue the ATC and we will have these correc?ons made in 5 to 10 business days and
well before final approval.
We will be using a SCM permiable surface at the entrance to the site since the change in eleva?ons will not allow us to
capture all the BUA surface at the entrance.

We reviewed the items submi?ed on 6/9/23 and there are no issues that would prevent us from issuing the Fast-Track
ATC permit for this site, however, there are some issues with the design as proposed. The Fast-Track ATC review is not
an in-depth technical review of the stormwater controls for the site, it is more of an administra?ve review of the
project/a review to see if the project has the poten?al to meet the design requirements/rules. The SCM design and
drainage area delinea?on are not required submission items at this point in the Fast-Track submi?al process so issues
with the SCM design or drainage area delinea?on do not prevent a project from ge?ng Fast-Track ATC approval, but if
the SCM design and drainage area delinea?on are provided at this point in the review, we look at them to see if the
design appears to meet the rules and MDC. Based on a precursory look at the design the following issues may arise with
the design:
There are a number of inconsistencies in the submi?al items (for example, the permanent pool eleva?on is
listed as both 682.5’ & 683.0’ on the plans, 683.0’ on the Supplement-EZ Form, and the drawdown orifice is
shown to have an invert of 680.1’. Another example would be the BUA not adding up properly; 28,126 sf of
parking BUA + 1,379 sf of sidewalk BUA + 12,000 sf of roof BUA = 41,505 sf ≠ 45,302 sf as shown. Etc…).
The project does not appear to meet the requirement of Runoff Treatment (15A NCAC 02H .1002(43)). In order
for a project to meet Runoff Treatment, the net increase in BUA must be captured and treated in one or more
primary SCMs. If it is not prac?cable to capture and treat all of the required BUA, the bypassed areas can be
permi?ed as a low-density area (provided that the bypass area meets the low-density requirements).
Occasionally, there are situa?ons where it is not prac?cable to capture all of the required BUA in an SCM and it
is not possible to permit the bypass areas as a low-density area, however these situa?ons require a
variance/waiver which is not allowed for projects permi?ed through the Fast-Track program (per 15A NCAC
02H .1043(1)(a)).
Wet Pond MDCs 1 & 2 – The main pool is separate from and does not include the forebay. Please ensure that
the forebay is not included the determina?on of these MDC. NOTE: Per the provided stage storage table, the
cumula?ve storage volume at the permanent pool surface eleva?on is 8,593.5 cf whereas it is shown in the
Supplement-EZ Form as 10,681 cf. NOTE: The sediment storage zone does not contribute to the volume of either
the main pool or the forebay. NOTE: It is recommended to include a stage storage table for the permanent main
pool, the permanent forebay, and the temporary storage so that the MDC may be evaluated.
Wet Pond MDC 5a – Per the Supplement-EZ Form, the forebay volume is shown as 1,602 cf and the main pool
volume is shown as 10,681 cf (1,602 cf / 10,681 cf = 14.99% < 15%, please also refer to the note above with
regard to excluding the forebay from the main pool).
Wet Pond MDC 6 – The loca?on and slope of the vegetated shelf are unclear. The cross-sec?onal view of the
pond indicates 10’ wide and 10:1 slopes whereas the grading plan shows 6’ wide and a flat slope (contours for
the top and bo?om are both shown to be 683).
Wet Pond MDC 7 & General MDC 1 – As men?oned earlier, the drawdown orifice appears to have an invert
below that of the permanent pool surface eleva?on. There is also a bypass weir with an invert eleva?on of
681.81’ which is below the permanent pool. NOTE: The invert of the bypass device (in this case, weir) sets the
eleva?on of the temporary pool and the temporary pool must store at least the minimum required treatment
volume.
Wet Pond MDC 11 – You will need to provide a plan?ng plan for the SCM.
General MDCs 8 & 9 – Please note that you will need to include a maintenance access & easement for the SCM.
Please let me know by close of business 7/7/23 if you would like to modify the design (and have me look it over again for
apparent issues with the design) prior to us issuing the Fast-Track ATC or if you would just like us to issue the ATC (and
fix the design some?me between now and Final Approval). NOTE: The project will need to comply with the
rules/regula?ons before the Final Approval (part 2 of the Fast-Track permi?ng process) is issued for the site and before
the E&SC permit is closed out.
