Dear Mr. Merino:
On July 12th, 2023, Division of Water Resources staff Ron Boone conducted a routine compliance
evaluation inspection at Hunt Village wastewater collection system, permit number WQCSD0602.
Property Manager, Russell Parmele, was present during the inspection. A review of records, data, system
components, structures, etc. was completed. This inspection reflected non-compliance with the subject
permit number and the applicable regulations.
The Hunt Village collection system is regulated under NC Administrative Code 15A NCAC 02T .0400. The
following violations of these regulations were noted during the inspection:
VIOLATIONS:
1.
The property manager did not present a map of the collection system during the inspection, as
required by 15A NCAC 02T .0403(2).
2.
The property manager did not present an 0&M or spill plan for inspection, as required by 15A NCAC
02T .0403(3).
3.
Annual general observations of the entire system are not being accomplished, as required by 15A
NCAC 02T .0403(6).
4.
There is no established grease management program for the property, as required by 15A NCAC
02T .0403(8).
5.
The property manager was not able to provide any of the required documentation to document
the proper operation and maintenance of the system, as required by 15A NCAC 02T .0403(10).

The following items of concern were noted:
ITEMS OF CONCERN:
1.
The property manager stated that he visits the property and pump station at least weekly to make
sure the pump station's alarms are not going off and inspect the remainder of the property. He
does not check the pump station pumps, alarms, level detection systems, etc. John's Plumbing is
contracted to respond if a malfunction occurs. No records of any kind are kept for the property
manager's visits to the system and/or pump station. 15A NCAC 02T .0403(4) requires that pump
stations be inspected daily or weekly depending on the type of level detection and reporting
systems installed at the station.
2.
The property manager did not know whether any high priority sewers (HPS) exist in the system and
had no HIPS inspection/maintenance records, as required by 15A NCAC 02T .0403(5) & (10).
3.
The property manager did not know whether any rights -of -way (ROW) exist in the system and had
no right-of-way inspection/maintenance records, as required by 15A NCAC 02T .0403(9) & (10).
In accordance with NC General Statute 143-215.6A, a civil penalty of not more than twenty-five thousand
dollars ($25,000) may be assessed by the Secretary of the Division of Water Resources against any person
who is required but fails to apply for or to secure a permit required by NCGS 143-215.1, or who violates
or fails to act in accordance with the terms, conditions, ore requirements of such permit.
You must take immediate steps to correct the violations noted above. Please reply in writing to this notice
within 10 days of receiving it. Your written response should detail the corrective actions you have taken
and/or plan to take to correct each of the listed violations. If you anticipate corrective actions taking
longer than 10 days, you must provide an estimated completion date for each corrective action that takes
longer than 10 days to complete. Failure to reply in writing, as directed, or to satisfactorily correct the
listed violations, may result in a recommendation by this office to proceed with the above -mentioned
enforcement procedures.

Inspection Summary:
On July 12th, 2023, Division of Water Resources staff Ron Boone conducted a routine compliance evaluation inspection at
