The goal of the City of New Berns innovative stormwater and wetland improvement project,
Duffyfield Community Stormwater Enhancements, is to transform a community liability to a
community asset by utilizing city -owned parcels and undevelopable, FEMA buyout repetitive -loss
properties to create a community park. The park offers green space that will be designed as a
resilient wetland system that improves water quality by storing and treating small rainfall events
but also mitigates localized flooding during medium-sized storm events.
Phase 1 of the project is focused on enlarging the existing storage pond at the downstream end
of the park and upgrading pump and outlet control systems that will also serve future phases of
park development. The pump station will discharge to a new 2,328 LF 12" diameter force main,
flowing to the west, along the southern side of East Rose Street and discharging from a new stilling
well on the north side of East Rose Street to an un-named tributary of Jack Smith Creek, south of
the railroad tracks. The new stormwater outfall will replace the existing structure that is currently
routed beneath the railroad tracks.
The proposed project will not result in concentrated stormwater flow through the riparian buffer.
Temporarily disturbed areas adjacent to the project will be stabilized with appropriate measures
to prevent stormwater flow through the buffer in both the near and long term.
