Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: The goal of the City of New Bern's innovative stormwater improvement project, Duffyfield Community Stormwater Enhancements, is to transform a community liability to a community asset by utilizing city -owned parcels and undevelopable, FEMA buyout repetitive - loss properties to create a community park. Phase 1 of the project is focused on enlarging the existing storage pond at the downstream end of the park and upgrading pump and outlet control systems. The pump station will discharge to a new 2,328 LF 12" diameter force main, flowing to the west, along the southern side of East Rose Street and discharging from a new stilling well on the north side of East Rose Street to an un-named tributary of Jack Smith Creek, south of the railroad tracks. The new stormwater outfall will replace the existing structure that is currently routed beneath the railroad tracks making maintenance difficult. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The proposed project requires installation of a stormwater outfall in order to convey stormwater from the overall stormwater project to surface waters. The existing outfall runs underneath the railroad bed making maintenance difficult. The proposed routing of the replacement line and outfall will eliminate these logistical maintenance issues. To discharge stormwater into the UT to Jack Smith Creek without erosive velocities, it is necessary to construct an outfall through riparian buffers. The impact area was sized according to need and was designed to minimize buffer impacts as much as possible. The stormwater infrastructure was routed in such a way to avoid additional buffer impacts while discharging in the desired location. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
