(Geosyntec) on behalf of CF Industries (CFI) for the Former CF Nitrogen Ahoskie Site (Site) located at 100 Farmers Chemical Road, Hertford County, North Carolina. The Site includes 157 acres of a 1,105-acre property and is located along the south bank of the Chowan River, as shown in Figure 1. The Site operated as a fertilizer manufacturing plant from 1969 through 1982 and groundwater impacts in the form of nitrogen compounds have been documented. In 1976, a slurry wall was constructed along the perimeter of the Site facility as shown on Figure 2. In 1998, CFI began a program of groundwater extraction into a holding lagoon followed by trucking of extracted water to area farms for land application in accordance with Non - Discharge Injection Permit (Permit No. WQ0012404) from the North Carolina Department of Environmental Quality (NCDEQ), Division of Water Resources (DWR). This report has been prepared to document land application activities conducted in Hertford, Bertie, and Northampton counties during the 2022 compliance year under the Non - Discharge Injection Permit. The Annual Land Application Certification Form is included in Appendix A. As specified in Attachment A of Permit No. WQ0012404, analyses to demonstrate that residuals are non -hazardous are only required once per permit cycle and pathogen and vector monitoring is not applicable. Therefore, Toxicity Characteristic Leaching Procedure (TCLP), pathogen and vector monitoring, and soil analysis are not addressed in this annual report. CAR230019 1 February 2023 2022 Annual Report —Permit No. WQ0012404 CF Nitrogen Site Land Application Program 2.0 LAND APPLICATION SUMMARY This section summarizes land application activities of recovered nitrogen -enriched groundwater. Quarterly flow during 2022 was calculated based on Transfer Pump Station # 1 flow meter readings. The extraction system recovered approximately 10,976,400 gallons of groundwater into the holding lagoon during calendar year 2022, as summarized in the table below: 1 st Quarter (January — March 2022) 2,166,100 gallons 2nd Quarter (April — June 2022) 3,834,500 gallons 3rd Quarter (July — September 2022) 4,071,800 gallons 4th Quarter (October — December 2022) 904,000 gallons Total Groundwater Recovery for 2022 10,976,400 gallons A second flow meter is in Transfer Pump Station #2 recorded that approximately 9,979,000 gallons of extracted groundwater were pumped from the holding lagoon into trucks for land application. Nitrogen -enriched groundwater was applied to 26 fescue, soybean, wheat, corn, and bermuda planted fields at 6 sites, as summarized in Appendix B which includes an overall land application summary and field loading rate reports. Land application of nitrogen -enriched groundwater occurred on 134 days in 2022. Daily application summarizes are provided in Appendix C. The quarterly land application volumes are summarized in the table below: 1 st Quarter (January — March 2022) 2,146,000 gallons 2nd Quarter (April — June 2022) 2,587,000 gallons 3rd Quarter (July — September 2022) 4,750,000 gallons 4th Quarter (October — December 2022) 496,000 gallons Total Groundwater Recovery for 2022 9,979,000 gallons Maximum agronomic rates were calculated based on analytical data from the holding lagoon, field crop type, and field soil series. As shown in the field loading rate reports in Appendix B, these maximum agronomic rates were not exceeded during application of the nitrogen - enriched groundwater in 2022. The list of land application sites approved under this permit is included in Appendix D and one new site (Site 35) including seven new fields was added this year. Information for these new sites including landowner agreements, buffer maps, and soil maps is included in Appendix E but groundwater was not applied to these sites in 2022. Groundwater elevations from these quarterly monitoring events are summarized in Table 1 and potentiometric maps of interpreted groundwater elevation contours inside and outside of the slurry wall are included as Figures 3A, 3B, 3C, and 3D for January, April, July, and October 2022, respectively. Cross -sectional depictions of quarterly groundwater elevations are shown across two transects of the Site in Figures 4A, 4B, 4C, and 4D. Historical water level trends dating back to the onset of groundwater recovery in 1998 are included in prior annual reports (S&ME, 2022). The cross -sections depict current groundwater elevation conditions in comparison to the slurry wall and show that groundwater elevations within the wall remain below the slurry wall with the exception of some internal pockets, demonstrating that the slurry wall and extraction program are effectively containing the nitrogen -enriched groundwater. A rainfall gauge is located at the Site and checked on a weekly basis. The total annual recorded rainfall at the Site in 2022 was 39.47 inches, compared with the annual average of 46 inches for the area. Monthly recorded precipitation totals are compared to average rainfall totals for the area (from www.usa.com as reported by S&ME [S&ME, 2022]) and presented in Table 2 and the past three years of Site data are shown in Figure 5. In 2022, monthly precipitation was at or below average for most of the year, with a particular exception in July. Groundwater pumping for land application efforts for 2022, on average, maintained the groundwater elevation within the slurry wall below 30 feet mean sea level (ft-msl). There were transitory exceptions early in the year followed by improved groundwater elevations. Samples of the nitrogen -enriched groundwater were collected in February, April, July, and October 2022. Samples were analyzed for nitrogen as ammonia, nitrate and nitrite, and total Kjeldahl nitrogen (TKN), aluminum, calcium, phosphorus, magnesium, potassium, sodium and pH. A summary of laboratory results is provided in Table 3. The analytical laboratory data reports are provided in Appendix F.
