Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary)
On July 11, 2023 and July 13, 2023, Lauren Armeni and Rachel Rose, with the Asheville Regional
Office, conducted Bioassay Compliance Inspections at Befesa Zinc Metal. Whole Effluent samples
were split with the assistance of Blake Hoyle and Bryon Shull for use in a chronic Ceriodaphnia dubia
pass-fail toxicity test. The toxicity test failed for both the Division's sample (analyzed by our Bioassay
Laboratory in Raleigh) and Befesa Zinc's sample (analyzed by ETT Environmental). Toxicity test
information follows:
Test Type: 3-Brood Ceriodaphnia dubia chronic pass-fail
Test Result: Fail
Test Concentration: 0.9%
Control Survival: 100%
Control Mean Reproduction: NA (test terminated early due to treatment mortality)
Test Treatment Survival: 0%
Treatment Mean Reproduction: 0 neonates
First Sample pH: 6.41 SU
First Sample Conductivity: 45.3 mS/cm
First Sample Total Residual Chlorine: <0.5 mg/L
Second Sample pH: 7.14 SU
Second Sample Conductivity: 43.3 mS/cm
Second Sample Total Residual Chlorine: <0.5 mg/L
Test results from the above samples indicate that the effluent would be predicted to have water
quality impacts. Per NPDES Permit NC0089109, Part I, Section (A.) (2.), multiple-concentration toxicity
testing should be performed at a minimum in each of the two months following the failed toxicity test.
