PROJECT SUMMARY: The applicant proposes to construct 380' of bulkheading to replace both an existing wooden bulkhead and a section of shoreline hardened with a riprap revetment. The applicant then proposes to replace the existing gravel boat ramp with a concrete ramp and replace the existing pier, platform and boathouse within its existing location and dimensions. Project Setting The site of the proposed development is located at 147 Sanderson Court, Moyock, Currituck County, adjacent to North Landing River. The property is ±473,683 ft2 in size (±10.9 acres) in size and has elevations that range from ±5' in the highground area to ±3' above normal water level (NWL) along a bulkheaded and riprap shoreline. The southern portion of the property has an erosion escarpment that drops from the highground elevation down to an elevation of ±.5' above NWL adjacent to shallow waters connected to North Landing River. This area is primarily vegetated with non -coastal wetlands, but there are pockets of coastal wetlands comprised of Typha spp. also present. Man-made features on the tract include a single-family dwelling, garage, a pool with concrete skirt/patio, a pool house/gazebo, a detached garage/workshop, and a concrete/asphalt driveway with parking areas. The highground area is vegetated with deciduous trees, pine trees and yard grasses. There are no known archaeological sites on or near the property. The shoreline is ±890' in total length. Of this length, ±211' has been hardened with an aging wooden bulkhead that is showing signs of failure, ±145' has been hardened with concrete chunk riprap, ±15' is gravel (existing boat ramp), and the remaining shoreline remains a natural wetland area as described above. There is an existing two -slip docking facility located centered near the middle of the properties shoreline adjacent to North Landing River. This facility is comprised of a 100'x5' pier section, a 30'x10' platform, a 25'x12' boat house area wl lift and half -walls, and two -tie piles located on the south side of the pier. The existing roof dripline measures 29'x1T (493 ft2); however, it extends 4' over the platform and 2' over the pier, so only ±351 ft2 is directly associated with boat house shading. The adjacent riparian property to north is residential with the highground being similarly developed, the shoreline is bulkheaded and there is a docking facility. The shorelines of adjacent riparian properties to the south contain a large wetland area, the majority of which are non -coastal. The waters of North Landing River are considered Joint Waters, are classified as SC and are closed to shellfish taking. Water depths within the project area range from ±1.5' to ±3.5' below NWL and the bottom substrate is comprised of hard packed fine sand. Submerged Aquatic Vegetation (SAV) was not present within the waters immediately adjacent to the applicant's property. The open water fetch to the east of the site ranges from ±2.6 mile to ±7.2 miles, with a southeast distance of ±11 miles. David Hart Field Investigation Report Page 3 of 4 Prior CAMA permitting for this property includes- - CAMA General Permit #32421A issued September 24, 2002, authorizing the existing pier, platform and boathouse. - CAMA General Permit #48034A issued March 28, 2007, authorizing the existing riprap. - CAMA General Permit #71520A issued April 4, 2019, authorizing a new bulkhead to replace the existing bulkhead and riprap. No work took place and the permit expired. Development Proposal The applicant proposes to construct 380' of vinyl/wooden bulkhead waterward of the existing bulkhead and riprap revetment. The proposed alignment will average 2' waterward of NWL with a maximum distance of 5' at the location where the existing bulkhead and riprap meet. Backfill material has been indicated as being clean sand material from a local upland mine. The northern return will tie into the existing adjacent bulkhead and the southern return will extend landward into highground area. It is anticipated that bulkhead tiebackldeadmen installation will disturb ±7,600 ft2 of highground area. A replacement 15' wide x 20' long concrete boat ramp is proposed immediately adjacent to the southern bulkhead return. This ramp will extend approximately 18' beyond the NWL. Water depths are ±2' at the end of the proposed ramp and the applicant has indicated that the ramp is be used as a jet -ski and small vessel launch area with no further need for excavation. Due to its age and condition, the applicant proposes to replace the existing two -slip docking facility within the existing footprint and existing dimensions. This will include a 100'x5' pier section, a 30'x10' L-shaped platform, a 25'x12' boat house w125'x10' lift and half -walls, and two -tie piles located on the south side of the pier. The proposed roof replacement will be 29'0 7', as measured by its dripline, and it will extend 4' over the platform and 2' over the pier. Water depths within the boat house area are ±3' below NWL and the closest adjacent pier is ±205'to the north. The proposed docking facility replacement meets the'/a rule and does not infringe on the 15' riparian corridor setback. NOTE: The above proposed development meets the CAMA General Permit Use Standards found in 15A NCAC 07H .1100, 15A NCAC 07H .1200 and 15A NCAC 07H .1300. The applicant has indicated, through their agent, that their desire is to have the development authorized via a CAMA major permit due to the 5 year expiration date. Anticipated Impacts • The construction of the bulkhead along the proposed alignment will result in the shallow bottom fill of ±760 ft2 within the Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. • The construction of the bulkhead along the proposed alignment will result in the placement of ±68.4 cubic yards of fill material below NWL. • It is anticipated that 380' of bulkhead installation will result in the temporary disturbance of ±7,600 ft2 within the Estuarine Shoreline AEC.
