The marina expansion is needed to accommodate the increased number of transient boaters and to allow for a number of
slips for the construction of Phase it of Albemarle Plantation. The dredging is required due to boats utilizing the facility that
are larger than those originally occupying the Marina. The channel has silted in compared to the original construction
existing water depths. Increased storm activity and marina utilization has shown a need for a breakwater.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
The marina expansion will use typical piling installation equipment, back hoe, wash down pumps, barge, etc. The dredge
spoil areas will be an upland area with safeguards to prevent introduction into waters or wetlands. All equipment will be
stored on an upland site.

The original marina design was predicated on the fact that no dredging would be required for
its installation. This fact corresponds to the requirements of CAMA for new
marinas. Unfortunately, over the past 30 years the water depth in the navigable areas of the
marina has been reduced limiting navigation in and around the marina and limiting the use of
existing slips.
This proposal requests funding for dredging in areas of the marina that have had significant
"silting" since the marina was built. Several areas in and around the marina need to be dredged
to return the marina to the function originally designed and permitted to. They are:
• In several instances the decrease in navigable water in and around C and D docks
presents a hazard to approaching the fueling dock with larger boats from time to time
going aground.
• The depth of water between C and D docks has been reduced to a point where sailboats
and larger boats cannot use the slips on the north side of C dock.
• The water depth at the fuel pier has also been reduced slightly
• The water depth south of A dock has been significantly reduced since the original
construction of the marina. This dock has the deepest water and the shallow water to the
south restricts maneuvering of larger vessels. This reduction also impacts the installation
of many wave attenuation systems.

Figure 2 and 3 indicate the areas to be dredged. The dredging is intended to return the
operational depth to the original depths at the time of construction and original CAMA
permitting. We estimate that we need to remove:
• 1,250 cu yards of material between C and D docks (Figure 2)
• 1,400 cu yards of material at the approach to and in front of the fuel dock (Figure 2)
• 1,450 cu yards of material south of A dock (Figure 3)
Based on recent soundings conducted be experienced hydrographic surveyors (Figure 1), we
are estimating that 4100 cu yards of dredge material will be required to return the marina to its
original operational depths. At an average cost $10 a cu yard for hydraulic dredging, the cost is
estimated to be $41,000. It is assumed that hydraulic dredging costs between $5 and $20 per
cu yard with most estimates indicating between $4 and $8 per cu yard. Dredging can be
covered by grants to at least a level of 50%.
Based on the time frame that has expired since the original marina construction, a Major
Development Permit is required. Any significant work at the marina will require a Major
Permit. As a result, it is judicial to apply for a permit that includes as much major work as
possible so that grant money can be requested and then the scope of work be altered to fit the
funding and operational considerations.
The proposed dredging would:
• Provide a safe approach to the fuel dock for larger vessels
• Allow larger vessels to fuel
• Allow for increased use of slips on C dock for larger power boats and sail boats
• Allow navigational and maneuvering room for larger vessels at A dock
• Allow for the future installation of a wave attenuation system south of A dock
