Alderson, Page 2 9. PROJECT DESCRIPTION: The project site is located at 5916 Nautical Isle Court, within the Helms Port Subdivision adjacent to Masonboro Sound, in Wilmington, New Hanover County. The property consists of an appro situated on land that is approximately ximately 1-acre parcel that is 14' feet above normal hi water and is vegetated ith native shrubs and grass. A single-family residence is currently being constructed which was authorized vi CAMA Minor Permit 05-23NHC. The property transitions from high ground to a steep slope, stabilized by a newly constructed two -tiered bulkhead, located landward of wetlands which was authorized by CAMA General Permit #90522D. Immediately waterward of the bulkhead is a narrow stretch of high marsh consisting primarily of Sea Oxeye (Borrichia frutescens), Groundsel Tree (Baccharis halimifola), Marsh Elder (Iva annua), and Salt Meadow Cordgrass (Spartina patens). The high marsh transitions to a narrow stretch of coastal wetlands consisting of Black Needlerush (Juncos roemarianus), Spike Grass (Distichlis spicata), and Sea Lavender (Limonium sp.) before reaching Normal High Water (NHW). An approximately 145' span vegetated by Smooth Cordgrass (Spartina altern flora) exists below NHW before reaching a berm on the eastern side of the property vegetated by coastal wetland species consisting of Sea Lavender (Limonium sp. ), Salt Meadow Cordgrass (Spartina patens), and Glasswort (Salicornia spp.). Waterward of this berm is an unvegetated sandy beach and the open waters of Masonboro Sound. The property has approximately 75' of shoreline. The property is bordered to the north and south by single family residences and associated docking facilities. The adjacent docking facility to the north was authorized via State Permit #25-16 in 2016 and the adjacent docking facility to the south was authorized via State Permit #39-17 in 2017. The Wilmington -New Hanover County Land Use Plan classifies the area as Conservation. The waters in this location are classified as SA; ORW by the Division of Water Resources. The area IS designated as a Primary Nursery Area (PNA) by the Division of Marine Fisheries and is on the border of a shellfish closure. It appears that it is CLOSED to the taking of shellfish. 10. PROPOSED PROJECT: The applicant proposes to install a private, three -slip docking facility. A 526' long by 6' wide fixed pier would extend from existing bulkhead and terminate at a 24' long by 16' wide gazebo as measured from the drip edge. The pier would span over a vegetated slough located below NHW before spanning over the berm to the open waters of Masonboro Sound. The docking facility would extend a total distance of approximately 406' below NHW. A I0,0001b boat lift, measuring 12' long by 12' wide is proposed on the north and on the south side of the gazebo for two formalized boat slips. Just landward of the gazebo, a 30' long by 6' wide finger pier would extend north from the fixed pier and terminate at a gangway that would lead to a 24' long by 5' wide floating dock for an additional formalized boat slip. The facility would accommodate up to three vessels. As proposed, the waterward end of the facility would extend approximately 283' from the waterward edge of coastal wetlands to reach the deepest possible water depths possible without exceeding the established pier headline (See Sheet 1 and 2 of 9). According to application materials, the water depths in the area in the area of the proposed facility range between -2' Normal Low Water (NLW) on the landward side of the floating dock and boat lifts to -2.2' NLW on the waterward side of the facility (See Sheet 1 of 9). The agent states that water depths were taken 4/14/2023 between the approximate times of 9:15am -- 9:45am. Please Note: DCM verified water depths on 6/28/23 around 10:30am. DCM recorded water depths in the area of the proposed docking facility of approximately -P NL.W_ 11. ANTICIPATED IMPACTS: The proposed docking facility would incorporate approximately 2,514 sq. ft. of Public Trust Area and Estuarine Waters and shade approximately 1,614 sq. ft. of coastal wetlands. The structures would not encroach into either 15' riparian corridor setback. The proposed structures would extend approximately 283' into the waterbody, in an area that measures approximately 980' across_ As proposed, the docking facility appears to exceed the 114 width distance, but not the 1/3 width and would not exceed the established pier headline nor encroach into the 80' USACE federal channel setback. The adjacent piers were authorized to not exceed the'/ width of the waterbody, however through Google Earth imagery, it appears the coastal wetland boundary has receded on the western side of the AIW W causing the authorized pier headline to now exist beyond the '/4 width of the waterbody but not the 1/3 width at this Iocation. The proposed structures would accommodate up to three (3) vessels at this location within water depths of approximately -1' NLW according to DCM water depths within a designated Primary Nursery Area.
