Comment: Outfall 001 consists of stormwater from the secondary containment structure (bulk
petroleum ASTs) and loading rack area. The stormwater from the loading rack area is
treated by an oil/water separator and carbon filtration system prior to being combined
with the discharge from the secondary containment structure.
The last compliance evaluation inspection at this facility was performed by DWR staff
on 2/13/2020.

Comment: Pace Analytical Services and Meritech, Inc. (toxicity) have been contracted to perform
Permit -required analyses. S&ME staff are contracted to collect effluent samples.
Kinder Morgan staff accompany S&ME staff during the effluent sampling events.
Kinder Morgan staff should notify the contracted laboratory to analyze future effluent
total recoverable phenolics samples at a lower detection limit (5 ug/L instead of 40
ug/L). Analytical methods shall be in accordance with 40 CFR Part 136 and shall be
sufficiently sensitive to determine whether parameters are present in concentrations
greater than applicable standards and criteria.

Comment: The NPDES facilities appeared to be properly operated and well maintained. The
entire facility (including NPDES facilities) is inspected on a daily basis by Kinder
Morgan staff. No sheens were observed in the accumulations of water inside the
secondary containment structure. The recovered oil (oil/water separator) is removed
two to three times per year by Covanta Environmental Solutions. The carbon is
replaced annually and the spent carbon is disposed of by a contracted company at a
permitted landfill. The high-water level (oil/water separator) and hydrocarbon detection
system (discharge outfall) are both tested annually.

Comment: The facility separately monitors the flow from the stormwater containment structure and
the treatment system for the loading rack area by in line flow meters/totalizers. Both
flows are added together for the final flow for Outfall 001. A new factory calibrated flow
meter is purchased every year for the loading rack area. The flow meter for the
secondary containment structure is calibrated annually and was last calibrated in
September 2022 (installed in October 2022) by Allied Meter Service, Inc.
