GENERAL PERMIT (REGIONAL AND NATIONWIDE) VERIFICATION
Permittee: West Springdale, LLC A SC LLC
Attn: Preston Gregg, PR Engineering acting on behalf
Address: 910 Prestwood Drive
Hartsville, South Carolina 29550
Telephone Number: (828)400-8353
Location description: The project is located on a portion of the larger golf course property at 200 Golfwatch
Road in Canton, Haywood County, North Carolina (Haywood County Parcel No. 8663-59-2374). The
approximate project location is at a latitude of 35.443 and longitude of -82.809.
Description of projects area and activity: The proposed project consists of stream restoration and
enhancement activities along 360 linear feet (0.02-acre) and culverting 295 linear feet (0.01-acre) of an
unnamed tributary to the French Broad River. The restoration and enhancement activities include
restoring a stable channel that was damaged during a 2021 storm event. The reach of the channel slated
for culverting is proposed in order to provide a golf tee box for the driving range.
SPECIAL CONDITIONS:
1. No in-water work shall occur between October 15 and April 15 of any year to minimize impacts to
trout reproduction.
2. The project will be visually monitored for a period of 18 months after completion of construction
activities to ensure structures, banks, and channel are stable. Also, vegetation will be visually
monitored through two (2) growing seasons after completion of plantings to ensure vegetation has
become well established. The permittee will repair and/or replace any structures, stream banks, or
vegetation failures during this monitoring period. The permittee will submit a photo log of the
project site to the agencies by December 31 of each year until the monitoring period ends.
3. The applicant provided documentation for historical impacts to waters of the U.S. across the
property to assess cumulative impacts. Please refer to the attachments enclosed with this permit
verification. Based on the documentation, impacts to 480 linear feet (0.02-acre) of Long Branch
were reportedly incurred prior to the year 2000, with the exception of a 30-foot long culvert
replacement in 2021, which would have been an exempted activity under the Section 404(f)
maintenance exemption. Since these impacts occurred prior to the year 2000, the amount would
have been permitted under a Nationwide Permit or by Rule at that time; therefore, mitigation for
the historical impacts will not be required at this time. However, if additional impacts to waters of
the U.S. on the Springdale Golf Course property are proposed at a later date, those impacts will be
combined with the current impacts to waters of the U.S. and will be reviewed cumulatively.
Generally, compensatory mitigation will be required if individual or cumulative (i.e. past and
present) losses or degradation of waters of the U.S. are greater than 0.02-acre of stream channel
and/or 0.10 acre of wetland. Additionally, cumulative impacts that result in the loss or degradation
of greater than 0.05-acre of stream channel and/or 0.5 acre of wetland, will be processed under an
Individual Permit. This verification of the use of the Nationwide Permit Program for this project
does not imply that this office will necessarily approve any future proposal to impact waters of the
U.S. on this property associated with the Springdale Golf Course.
Notes:
The North Carolina Wildlife Resources Commission provided recommended actions to further reduce
impacts to fish and wildlife resources in the attached letter dated June 7, 2023. Please incorporate these
recommendations into your design and construction implementation.
Applicable Law: Section 404 (Clean Water Act, 33 USC 1344)
Section 10 (Rivers and Harbors Act, 33 USC 403)
Authorization: Regional General Permit Number or Nationwide Permit Number:
Nationwide Permit 27- Aquatic Habitat Restoration, Establishment, and Enhancement Activities
Nationwide Permit 42 – Recreational Facilities
SEE ATTACHED RGP or NWP GENERAL, REGIONAL AND SPECIAL CONDITIONS
Your work is authorized by the above referenced permit provided it is accomplished in strict accordance
with the attached conditions, above noted special conditions, and your submitted application and attached
information dated November 10, 2022 and subsequent documentation on February 23, 2023 and May 25,
2023. Any violation of the attached conditions or deviation from your submitted plans may subject the
permittee to a stop work order, a restoration order, a Class I administrative penalty, and/or appropriate
legal action.
This verification will remain valid until the expiration date identified below unless the nationwide/regional
authorization is modified, suspended or revoked. If, prior to the expiration date identified below, the
nationwide/regional permit authorization is reissued and/or modified, this verification will remain valid until the
expiration date identified below, provided it complies with all requirements of the modified nationwide/regional
permit. If the nationwide/regional permit authorization expires or is suspended, revoked, or is modified, such that
the activity would no longer comply with the terms and conditions of the nationwide/regional permit, activities
which have commenced (i.e., are under construction) or are under contract to commence in reliance upon the
nationwide/regional permit, will remain authorized provided the activity is completed within twelve months of the
date of the nationwide/regional permit’s expiration, modification or revocation, unless discretionary authority has
been exercised on a case-by-case basis to modify, suspend or revoke the authorization.
Activities subject to Section 404 (as indicated above) may also require an individual Section 401 Water Quality
Certification. You should contact the NC Division of Water Resources (telephone 919-807-6300) to determine
Section 401 requirements.
For activities occurring within the twenty coastal counties subject to regulation under the Coastal Area Management
Act (CAMA), prior to beginning work you must contact the N.C. Division of Coastal Management.
This Department of the Army verification does not relieve the permittee of the responsibility to obtain any other
required Federal, State or local approvals/permits.
If there are any questions regarding this verification, any of the conditions of the Permit, or the Corps of Engineers
regulatory program, please contact Brooke Davis at 828-271-7980, ext. 4232 or brooke.a.davis@usace.army.mil.

SUBJECT: Springdale Country Club
Unnamed tributaries to Long Branch, Haywood County
Dear Ms. Davis:
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed an
application to impact 705 ft of unnamed tributaries (UTs) to Long Branch in Haywood County.
Our comments on this application are offered for your consideration under provisions of the
Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and Fish and Wildlife Coordination Act (48
Stat. 401, as amended; 16 U.S.C. 661-667d).
There are wild Brown Trout and Rainbow Trout in the vicinity, and in-stream activities should be
avoided between October 15 and April 15 in order to minimize impacts to trout reproduction.
The project involves impacts associated with future construction of golf course infrastructure as
well as restoration of a stream channel that was impacted by unpermitted activities. A 360-ft
reach of a UT will be restored with in-stream structures, bank sloping, and planting. 445 ft of
stream will be culverted, and 150 ft will be impacted through the removal of an old pond.
Previous unpermitted impacts have been identified. Unpermitted and proposed impacts should be
mitigated, and we recommend a 2:1 mitigation ratio be used.
We offer the following recommendations to minimize impacts to fish and wildlife resources:
1. Be vigilant with sediment and erosion control during site staging, construction, and cleanup.
We appreciate that disturbed areas will be stabilized at the end of each day.
2. Work should be done at low flows.
3. In-stream work should be avoided between October 15 and April 15 to minimize impacts to
wild trout.
4. Any erosion control matting used should be free of nylon or plastic mesh, as this type of
mesh netting frequently entangles wildlife and is slow to degrade, resulting in a hazard that
Springdale Country Club Page 2 June 7, 2023
UTs Long Br, Haywood County
may last for years. The matting specified (Rollmax Bionet SC150BN) appears to use plastic
mesh; matting comprised of all natural materials, including mesh, should be used.
5. The planted buffer on the stream that will be restored will have a planted buffer of 6 ft in
width. We recommend that a woody buffer as wide as possible (we recommend at least 30
feet) be planted on the stream as infrastructure allows in order to ensure project success. A
wide forested buffer can ensure greater bank stability, filter overland pollutants, and provide
habitat for birds and other wildlife.
6. Seeding specifications include Sudangrass, which is invasive and should not be used in
riparian areas. We recommend an alternative of Oats, Wheat, or Rye Grain.
Thank you for the opportunity to review and comment on this project. Please contact me at
(828) 400-4223 if you have any questions about these comments.
Sincerely,
Andrea Leslie

Maintenance
Inspect sediment fences at least once a week
and after each rainfall. Make any required
repairs immediately.
Should the fabric of a sediment fence collapse,
tear, decompose, or become ineffective,
replace it promptly.
Remove sediment deposits as necessary to
provide adequate storage volume for the next
rain and to reduce pressure on the fence. Take
care to avoid undermining the fence during
cleanout.
Remove all fencing materials and unstable
sediment deposits and bring the area to grage
and stabilize it after the contributing drainage
area has been properly stabilized.
Maintenance
See silt fence maintenance requirements.
Maintenance
Inspect compost socks weekly and after each significant
rainfall event (1/2 inch or greater). Remove
accumulated sediment and any debris.
The compost sock must be replaced if clogged or torn.
If ponding becomes excessive, the sock may need to be
replaced with a larger diameter or a different measure.
The sock needs to be reinstalled if undermined or
dislodged.
The compost sock shall be inspected until land
disturbance is complete and the area above the
measure has been permanently stabilized.
Maintenance
Maintain the gravel pad in a condition to prevent mud
or sediment from leaving the construction site. This
may require periodic topdressing with 2-inch stone.
After each rainfall, inspect any structure used to trap
sediment and clean it out as necessary. Immediately
remove all objectionable materials spilled, washed, or
tracked onto public roadways.
Maintenance
Inspect temporary diversions once a week and after
every rainfall. Immediately remove sediment from the
flow area and repair the diversion ridge. Carefully
check outlets and make timely repairs as needed. When
the area protected is permanently stabilized, remove
the ridge and the channel to blend with the natural
ground level and appropriately stabilize it.
Maintenance
Periodically check the seeded slopes for rills and
washes. Fill these areas slightly above the original
grade, then reseed and mulch as soon as possible.
REF: NCDEQ E&SC MANUAL SECTION 6.17

Inspect check dams and channels at least weekly and
after each significant (1/2 inch or greater) rainfall
event and repair immediately. Clean out sediment,
straw, limbs, or other debris that could clog the
channel when needed.
Anticipate submergence and deposition above the
check dam and erosion from high flows around the
edges of the dam. Correct all damage immediately.
If signficant erosion occurs between dams, addtional
measures can be taken, such as installing a
protective riprap liner in that portion of the channel
(Re: Practice 6.31, Riprap-line and Paved Channels).
Remove sediment accumulated behind the dams as

STREAMBANK LANDSCAPING NOTES
DENOTES STREAMSIDE PLANTING AREA, 6' FROM TOP OF CHANNEL
APPROX 0.13 AC
1.Planting area extends a minimum of 6' from top of channel.
2.Use a combination of coir matting, native grasses, and live stakes.
3.Herbaceous vegetation within planting area shall consist of Native Grass mix that
may include: Big bluestem, Bushy Bluestem, Splitbeard bluestem , Broomsedge,
Wiregrass, River cane/switch cane, Pennsylvania sedge, Plantain-leaved sedge,
River Oats, Poverty Oatgrass, Oat grass, Crinkled Hairgrass, Bottle brush, Purple
Love Grass, Pink Muhly Grass, Switch-grass, Little bluestem, Indian grass, Eastern
gammagrass
4.Seed any disturbed areas, including streambanks, access areas and stockpile
locations. Immediately after construction activities are completed, plant seeds of
both permanent and temporary vegetation. This work includes preparing the
area; furnishing and placing the seed, mulch, fertilizer and soil amendments; and
anchoring mulch.
5.Seedbed Preparation – On sites where equipment can be operated safely, loosen
the seed bed mechanically. Compacted soil may require disking. Steep banks
may require roughening, either by hand-scarifying or equipment. The engineer/
project manager should determine the condition needs on-site. If seeding is
done immediately after construction, seedbed preparation may not be
necessary. Exceptions would be in compacted, polished or freshly cut areas.
6.Fertilizing/Liming – Recommend testing the soil’s fertility. The N.C. Department
of Agriculture tests soil samples to determine proper distribution rates for
fertilizer and lime in the sampled area.
7.Distribute fertilizer and lime evenly over the area to be seeded. Mix the fertilizer
and lime uniformly into the top 3 inches of soil; if the bed is gravelly or cobbled,
incorporation is not necessary.
8.Fertilizer and lime should be applied at the following rates:
10-10-10 Fertilizer: 10 lbs per 1,000 sq ft or 435 lbs per acre;
Lime: 50 lbs per 1,000 sq ft or 2,200 lbs per acre
9.Temporary Seeding – Temporary seeding is useful for erosion-control when
permanent vegetation cannot be established due to planting season and where
temporary ground cover is needed to allow time for native or woody vegetation
to become established.
10.Apply the following vegetation at the listed rates:
Fall, Winter, Spring Seeding:
Rye grain/winter wheat mix, winter wheat or barley
3 lbs per 1,000 sq ft or 130 lbs per acre.
Summer Seeding:
Browntop millet, Sudan grass
1 lb per 1,000 sq ft or 45 lbs per acre
11.Mulching – Apply mulch within 48 hours of seeding. Apply straw mulch on
seeded areas at a rate of 3 bales per 1,000 sq ft (130 bales per acre). Apply mulch
uniformly. Anchor with biodegradable coir netting.
12.Live Staking -- Use Silky Dogwood, Black Willow, and Elderberry
13.Stakes should range from one-half inch to 2 inches in diameter with an average
length of 3 feet. Cut stakes with an angle on the bottom and flush on tops, with
buds oriented upward. Trim all side branches cleanly so the cutting is one stem.
14.Keep stakes cool and moist to keep them alive and dormant.
15.Plant live stakes in late fall to early spring while they are dormant.
16.Install stakes within planting area 2' min. to 4' max. apart using triangular
spacing along the streambanks.
17.Drive stakes into the ground with a rubber hammer, or make a hole using a
metal bar and slip the stake into it.
18.Tamp each stake in at a right angle to the slope, keeping one-half to four-fifths
of the stake below the ground surface. At least two buds (lateral and/or
terminal) should remain above the ground surface. Pack the soil firmlyaround
the hole afterward.
19.Do not use split stakes.
20.Do not place coir matting or ECB in bottom of stream channel.
